Site work and paving for a civil project in Merrillan, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The Project includes the following Work: The project will reconstruct approximately 1,260 feet of Hayden Street from Mill Street to Pearl Street (STH 95) and approximately 960 feet of Mill Street from Hammond Street (USH 12) to Hayden Street, Project A. Alternative Bids will include reconstruction of approximately 550 feet of Center Street from Hayden Street to the east termini, Project B, and reconstruction of approximately 310 feet of Center Street from Hayden Street to East Street, Project C. Existing sanitary sewer will be replaced on Projects A and B, totaling approximately 2,000 feet of 8-inch to 10-inch PVC including manholes and service laterals. CIPP lining will be required for approximately 450 feet of 10-inch and 12-inch sanitary sewer. Existing watermain will be replaced on Mill Street and Center Street, totaling approximately 1,880 feet of 6-inch to 8-inch ductile iron pipe including valves, fire hydrants and services. Street reconstruction will consist of asphalt pavement over dense graded base with ditching. Work must begin by July 1, 2025. The substantial completion date is November 1, 2025, and the final completion date is May 15, 2026. Est. Completion Date: May 15, 2026 No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages. This project anticipates the use of Community Development Block Grant (CDBG) Funding. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. This project anticipates use of Wisconsin DNR Safe Drinking Water Loan Program and Clean Water Fund Program funding. We encourage Disadvantaged Business Enterprises (DBEs), including Minority-owned Business Enterprises (MBEs), Womens Business Enterprises (WBEs), and Small Businesses in Rural Areas (SBRAs) to submit bid proposals. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontracts, are required to make a good faith effort to achieve a combined minimum goal of 15% participation for MBE/WBE utilization in accordance with s.NR 162.09(3), s.NR 166.12(4), and s.NR 167.18(4) Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor.
