On Call Professional Services for Owner's Representative Services COT invites interested firms to submit written Statements of Qualifications (SOQ's) relating to this solicitation. A Screening Committee will evaluate firms' qualifications and experience with similar projects. The firm(s) determined to be best qualified will then be invited to enter into negotiations with COT for billing rates under the contract. (Selection Plan: i.e.approximately five (5) firms will be selected.) Overview The Owner's Representative (OR) will represent the City's interests and act as an advisor to the City, monitoring all aspects of project planning, design, and delivery throughout all project phases, ensuring the projects stay on schedule and on budget. Key responsibilities include, but are not limited to, the following: Providing professional project management processes aligned to industry standard practices using subject matter expertise to provide advice and consultation with respect to design, engineering, project scope, schedule, budget, and cost estimating. Ensuring that each project meets the City's program and policy requirements, budget, and schedule. Establishing clear lines of communication and ensuring all team members are working towards achieving the City's project goals and objectives. Assisting the City to verify that projects are completed in accordance with all federal, state, and local laws and regulations including but not limited to applicable codes, regulations, and grant/funding requirements. Appropriately identify, manage, and mitigate these risks. The Consultant agrees to render professional services promptly and diligently upon receipt of written notice to proceed with any or all of the services set forth herein. The term of this contract shall commence upon award and shall remain in effect for a period of one (1) year, unless terminated, canceled or extended as otherwise provided herein. The Consultant agrees that the parties shall have the right, to renew the Contract for four (4) additional one (1) year periods, or portions thereof. In the event that the parties exercise such rights, all terms, conditions, and provisions of the original contract shall remain the same and apply during the renewal period with the possible exception of price and minor scope additions and/or deletions. Summary The City of Tucson is soliciting qualifications to furnish Owner Representative (OR) Services for the pre-development and planning, partner selection, and construction phases of the City of Tucson affordable housing projects being developed through El Pueblo Housing Development (EPHD), a non-profit subsidiary of the City of Tucson Housing & Community Development (HCD). HCD and EPHD are seeking to develop a roster of qualified ORs to select from who will oversee and advise throughout the development, design, and construction process for multiple affordable housing projects, including but not limited to, the design-build of affordable homeownership and small to medium scale multi-family rental projects. HCD plans, funds, and operates programs that assist Tucsonans, and families throughout Pima County, to improve their housing options, their neighborhoods, and their lives. HCD is responsible for administering the U.S. Department of Housing and Urban Development (HUD) programs for which the City of Tucson is the grantee as well as City funded human service programs. HCD also administers HUD entitlement grant programs and leverages these resources to support the development of affordable rental housing, homeownership and repair programs, homeless services, and environmental reviews for its programs. Situated within HCD, EPHD is a 501(c)3 non-profit subsidiary of the City formed for the purpose of developing stable, healthy, affordable housing and supportive services to serve residents of Tucson and Pima County. EPHD currently has approximately 1,200 units in its development pipeline. The method of Contractor Selection has not been Determined at this time.
