(Low Prime) consisting of 7 projects Grading & Pipe Culverts Construction Location: CP 0008-572156: CSAH 8 (Hwy 8) approx. 6936' W of Alborn Junction Rd CSAH 8 (Hwy 8) approx. 4875' W of US Hwy 53 CSAH 8 (Hwy 8) approx. 1011' W of US Hwy 53 CP 0844-572160: Nygaard Rd approx. 2926' N of US Hwy 2 CP 0848-572158: Stevens Rd approx. 2760' S of US Hwy 2 CP 0850-572159: Salli Rd approx. 660' N of CR 882 (Larson Rd) CP 0864-572161: Surakka Rd approx. 1165' W of CR 80 (Brookston Rd) CP 0868-572162: McArthur Rd approx. 1210' N of CR 734 (Shipley Rd) CP 0872-742383: Bear Trap Rd approx. 5711' W of MN Hwy 53 (Voyageur Hwy) Electronic bids must be accompanied by a corporate surety bond in an amount which is at least equal to 5% of the total amount, and may be submitted electronically through Bid Express using Surety 2000 or Tinubu, or as a hard copy by mail or other delivery method, either as a corporate surety bond or a certified check made payable to the County Auditor of St. Louis County. If not submitted electronically, the proposal guaranty must be received at the St. Louis County Public Works Department, 4787 Midway Rd, Duluth, Minnesota, 55811, in a sealed envelope marked clearly with the name of the bidder, type of work, and project number by 4:00 p.m. the day prior to the specified date of opening. Minimum wage rates to be paid by the contractor have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations. Those which apply to these projects are set forth in the proposals for these projects. Furnish, install, maintain, and remove all traffic control devices required to provide safe movement of traffic and pedestrians through the Project at all times from commencement of the Work until Project Acceptance. Do not close streets or highways, or pedestrian facilities, except as authorized. The Engineer may modify the requirements for traffic control as deemed necessary. All temporary traffic management must conform to and be installed in accordance with: o the "Minnesota Manual on Uniform Traffic Control Devices" (MN MUTCD); o the "Minnesota Temporary Traffic Control Field Manual" (Field Manual); o the "Speed Limits in Work Zones Guidelines"; o the "Minnesota Flagging Handbook"; o the "MnDOT Standard Signs and Markings Manual"; o the Plan; o all applicable standard specifications and special provisions. St. Louis County Public Works proposes to replace a failing culvert located where CSAH 8 crosses Chalberg Creek approximately 4,800' west ofUS 53 in Grand Lake Township. Chalberg Creek is a designated trout stream that meanders through this area before its confluence with the Cloquet River. The exising culvert is a 36' long 49" corrugated metal pipe culvert that is perched and has reached the end ofits serviceable life. St. Louis County proposes to replace the existing culvert with an 8'x4' reinforced concrete box culvert and aprons which will have a barrel length of 46' and an overall length of 62'. The proposed culvert will be buried 1' and will have substrate consisting of granular fill (gravel) placed to a depth of 1' throughout the culvert. The County intends to complete this project in 2023 using a contractor. St. Louis County Public Works proposes to replace a failing culvert located where CR 850 (Salli Rd.) crosses a tributary to the Martin Branch of Stony Brook approximately 650' North ofLarson Rd. in Stoney Brook Township. This tributary is a designated trout stream that meanders through this area before its confluence with the Martin Branch of Stoney Brook. This crossing is currently a 30" diameter 26' long CMP which is the primary crossing for this tributary. There is an additional 24" diameter 29' long CMP approximately 60' to the north which is currently non-functional. St. Louis County proposes to remove the north culvert, and to replace the south culvert with a 4'x8' reinforced concrete box culvert and end sections which will have a barrel length of28' and an overall length of 49.4'. The proposed culvert will have an adjusted skew of30 degrees in order to better match the natural course ofthe stream. The culvert will be buried 1.5' and will have substrate consisting of native materials from the excavation placed to a depth of 1.5' along the edges with a low flow channel down the center where the substrate depth will be 1'. This project will also include shaping ofthe channel at the outlet in order to move the stream out ofthe ditch along the road, and into a more natural constructed chanel that matches the measured bankfull width of 6'-8'. The County intends to complete this project in 2023 using a contractor. St. Louis County Public Works proposes to replace an aging culvert where CR 872 (Bear Trap Rd.) crosses an unnamed tributary to Bear Trap Creek approximately 450' south ofBear Trap Junction Rd. in Industrial Township. The existing structure has reached the end ofits serviceable life and is due to be replaced with a properly sized and sloped structure. The existing structure is a single 18" diameter corrugated metal pipe culvert that is 30' long and is set with zero skew. St. Louis County proposes to replace the existing structure with a single 65" span reinforced concrete pipe (RCP) culvert. The proposed culvert will include two 8' long aprons and will have an overall length of 48'. The proposed structure will be buried 1.0' below the riffle flow line, will have a slope of 1.54%, and will be skewed 15 degrees in order to better match the natural flow ofthe stream. St. Louis County plans to replace the culvert in 2024 using a contractor.
