Walnut Creek Wastewater Treatment Plant Expansion and Enhancement--GMP1 Sealed Proposal MWH Constructors, Inc. serving as the Construction Manager at Risk (CMR) representing CITY OF AUSTIN, TEXAS - AUSTIN WATER, is providing notice of a competitive sealed proposal (CSP) for an upcoming project: Walnut Creek WWTP Expansion to 100 MGD and Enhancements â CMR Work Packages for this Competitive Sealed Proposal (CSP) are: Proposal Package S100 â Headworks 1 Proposal Package S101 â Influent Lift Station Proposal Package S113 â Abatement Proposal Package S116 â Electrical and I&C Proposal Period: Starts Tuesday, January 28, 2025, and Ends Thursday, March 13, 2025 This project, designed by Carollo and CDM Smith, consists of new improvements to the existing Headworks 1 facility and construction of a new Influent Lift Station. S100 Headworks 1 Improvements (Whole & Complete less Electrical scope), Estimated Construction Cost: $40 million. Scope consists of: Structural improvements, Demolition, Civil work, Mechanical equipment, and Piping. S101 Influent Lift Station (Whole and Complete less Electrical Scope), Estimated Construction Cost: $14 million. Scope consists of: Structural improvements, Demolition, Civil work, Mechanical equipment, and Piping. S113 Abatement, Estimated Construction Cost: $400,000. Scope consists of abatement of lead or asbestos in existing structures. S116 Electrical & I&C for above work packages S100 & S101. Estimated Construction Cost: $25 million. Scope consists of: Electrical duct bank, Electrical gear, conduit, wiring, and I&C devices. The objective of the four bid packages is to break the work down into manageable contracts while ensuring the proposing contractor captures all scope in the design documents in its entirety (Whole & Complete). This project is open to MBE/WBE firms, and you are strongly encouraged to propose. All qualified vendors will receive consideration for award without regard to race, creed, color, religion, national origin, sexual orientation, gender identity, disability, veteran status, sex or age. This project will be a Contractor Controlled Insurance Program (CCIP) that provides General Liability, Excess, and Workers Compensation insurance. Proposers must exclude the costs of these coverages from their proposals. To participate, all vendors must first register as a potential proposer with MWH. The successful Proposer will be selected by MWH on a rational best value basis. Evaluation factors outlined in Instruction to Proposers Bid Form Section of the CSP shall be applied to all eligible Responsive Proposers in comparing proposals and selecting the successful Proposer. Award of a contract may be made without discussion with Proposers after proposals are received. Proposals should, therefore, be submitted on the most favorable terms. Until the final award of this project, MWH reserves the right to reject any or all Proposals, retract and, if necessary, re-advertise this CSP without explanation, including waiving any informalities therein.
