As of December 8, 2025, a general contractor has been awarded. Construction began in October 2024 and is expected to be completed in March 2026. Pinellas County Public Works is planning to make sidewalk improvements along 46th Avenue North in the unincorporated area of Lealman. The project begins in Lealman at the intersection of 49th Street North and continues east for approximately one mile to the intersection of 37th Street North. It extends through a residential neighborhood that currently does not have a sidewalk on the north side of the road and consists of the design and construction of ADA-compliant sidewalks, curb ramps and drainage improvements to provide a pathway for pedestrians and bicyclists. The main goals for this sidewalk improvement project are to improve safety and provide connectivity to local parks, the future Joe’s Creek Trail and businesses on 49th Street. The existing 46th Avenue North roadway is classified as a rural typical section with two 10-foot travel lanes, roadside swales and a 5-foot sidewalk on the south side. The roadway has a posted speed limit of 30 miles per hour. The roadway was resurfaced last in 2018 and a mid-block pedestrian crossing was added at Raymond H. Neri Community Park. This project is included in the county's 2025-2030 Capital Improvement Program (CIP). *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
