NOTE: All Bidders must enter the Washington County Administrative Complex through either the front door at the 100 West Washington Street entrance or through the rear entrance (w/blue canopy roof) which is handicap accessible and must use the elevator to access the Purchasing Department to submit their bid and/or to attend the Pre-Bid Conference and/or the Bid Opening. Alternate routes are controlled by a door access system. The general public will be subject to wand search and will be required to remove any unauthorized items from the building prior to entry. Prohibited items include but are not limited to: Weapons of any type; Firearms, ammunition, and explosive devices; Cutting instruments of any type - including knives, scissors, box cutters, work tools, knitting needles, or anything with a cutting edge, etc.; Pepper spray, mace, or any other chemical defense sprays; and Illegal substances. Washington County, Maryland shall make positive efforts to utilize Disadvantaged Business Enterprises for its supplies and services and shall allow these sources to maximum feasible opportunity to compete for contracts. The Board of County Commissioners of Washington County, Maryland does not discriminate on the basis of race, color, national origin, sex, religion, age and disability in employment or the provision of services. The Board of County Commissioners of Washington County, Maryland, reserves the right to accept or reject any or all bids and to waive formalities, informalities and technicalities therein. The Board reserves the right to contact a Bidder for clarifications and may, at its sole discretion, allow a Bidder to correct any and all formalities, informalities and technicalities in the best interest of Washington County, Maryland. The Washington County Department of Planning and Zoning is seeking the on-call services of a mowing contractor to bring privately owned properties into compliance with the Washington County, Maryland Weed Ordinance. The County reserves the right to make multiple awards, the lowest responsive and responsible bidder shall be designated the primary contractor, and the next lowest responsive and responsible bidder shall be designated as the secondary Contractor and so on. Work will be issued under this Contract on an as needed basis through the issuance of a Task Order. Task Orders will be issued for these services by the Department of Planning and Zoning. The secondary Contractor will be utilized under this contract only after the primary contractor has been issued a Task Order and has indicated with valid reason that they are unable to fulfill the contract requirements at that time. WASHINGTON COUNTY WEED CONTROL ORDINANCE COMPLAINT PROCEDURES: a. b. c. d. e. Receive complaint - create service request. Inspector visits property to confirm the property is in violation of the Washington County, Maryland Weed Control Ordinance. If the property is in violation, a field correction notice is created and posted to the front door of the property and the property is photographed. A letter and copy of the correction notice are mailed, regular and certified mail, to the current owner of record according to Maryland State Assessment Records. An inspection is performed following the ten (10) day compliance date. If the property is found to still be in violation, the property is photographed and referred for mowing. Contractor will be issued a Task Order for the mowing of designated property(ies) and shall provide a response of availability to perform the service within twenty-four (24) hours of receipt of notification. It is possible that not all the properties on the Task Order will need mowed at the time of issuance. SCOPE OF WORK: a. b. The following describes the work to be performed under this contract. Contractor shall cut and remove grass, weeds, and/or other rank vegetation for all properties listed herein. This includes mowing, weed eating, and any other form of cutting on the property including around any structures, obstacles, or appurtenances such dwellings, accessory structures, well heads, fences, downed trees, etc. c. Bid to include all costs associated with completion of the work including, but not limited to fuel, equipment maintenance, equipment rental, travel labor, debris removal, and weather delays. d. Contractor shall be licensed in Maryland and insured. e. f. g. h. i. j. k. l. Once notified via Task Order the contractor shall, within seventy-two (72) hours of receiving notification, cut and remove growth of grass, weeds or other rank vegetation to a height not exceeding five (5) inches (excluding trees, shrubs and plants of an ornamental, incidental nature). Mowing, and debris activity can only occur within the hours of 7:30 A.M. and 7:00 P.M., (EST), Monday through Saturday. Contractor shall collect, remove, and properly dispose of, as necessary, any household items, debris, trash, etc. that may be located throughout the property in order to complete the cutting of grass/weeds on the property. Any repairs or maintenance needed for mowing or other equipment shall be the sole responsibility of the contractor. Any damages incurred to the property while mowing or other equipment shall be the sole responsibility of the contractor. Contractor shall notify the Zoning Inspector in the Department of Planning and Zoning upon completion for a compliance inspection of each property prior to receiving payment. Contractor shall notify the Zoning Inspector in the Department of Planning and Zoning if compliance was met prior to contractor's services being rendered. If a property on the Task Order has been mowed prior to the contractor's arrival to perform the mowing services, the maximum fee per location a contractor may charge the County is Fifty ($50.00) Dollars.
