Priority for Phasing Construction is as Follows: Priority 1: Interchange at Hale Eddy & Related Access Road & Mainline Reconstruction (Funded Under This Pin); Priority 2: Interchange at Roods Creek & Related Access Road & Mainline Reconstruction; Priority 3: Any Remaining Needed Mainline Reconstruction.
