Request for Bids for Space Life Science Laboratory BoilerReplacement Upgrade Space Florida has entered into Property Agreement KSA-1683, Space Florida No.: 04-005, with the National Aeronautics and Space Administration John F. Kennedy Space Center (NASA KSC) for the transfer of operations and management of the Space Life Sciences Lab (SLSL) located at 505 Odyssey Way, Merritt Island, FL 32953 (Facility). This includes the mechanical boiler room. 2. SCOPE OF WORK The Scope of this Project is the replacement of two existing boilers, water to air separator, and Deaeratorsystem/equipment(collectively the DATank)with comparable replacementsto increase longevity and efficiency. The replacement includes the removal and disposal of equipment, evaluation/reconfiguration, and possible replacement (to be approved by Space Florida) of current electrical, plumbing, utility circuitry, and commodity infrastructure. The two existing boilers have the same capacity of a maximum steam cap of 5175 LB/hr. Please see Attachment A, Example of SLSL Boiler Plate Data. 3. TASKS 1. Furnish all equipment, materials, and labor necessary to replace two existing boilers, DA Tank, associated pump equipment, and air separator, with new comparable systems. The new systems must match or exceed preexisting capacity and demand. 2. Work shall be accomplished between the hours of 8:00-am and 4:30-pm, local time; Monday through Friday, excluding federal holidays. Any request(s) to provide services outside of this time will require Contractor to submit a written request to the Space Florida Project Manager at least 3-work days prior to the proposed performance of work. 3. Contractor shall prepare for Space Florida approval an Accident Prevention Plan (APP) specific to the activities being performed, andContractor shall conduct a safety meeting at the projectsite on the first day of work, whenever a new activity or phase of work begins, and/or atleastweekly duringthe progress of work. Allsafety meetingsshallbe documented by Contractor and detailed minutes shallsubmitted to the Space Florida Project Manager. 4. Installation of materials containing asbestos and the use of lead-based materials as well as any other known hazards are prohibited. In the event any hazardous materials are discovered activities will cease and Contractor will notify Space Florida Project Manager immediately. 5. Provide a plan that allows the equipment to be removed and new equipment installed in the designated area of the facility, while taking into consideration door, corridor, and ceiling clearances, material handling issues, building structural demolition requirements, and potential disassembly and assemble of equipment components. 6. Remove all demolished equipment, piping, etc. from the campus and legally dispose. Provide the Space Florida Project Manager with a disposal ticket for any scrap, hazardous materials in the boiler, such as asbestos or lead if applicable. 7. Review and become familiar with any current and future projects at the site that may impact the design, construction, and scheduling requirements of this project. 8. Provide a water treatment system that is compatible with the boiler design specifications ensuring that it is sufficient to prevent corrosion to the interior metal components of the boiler and related piping systems. 9. Contractor shall attend and chair all meetings with permitting agencies necessary to explain and obtain the required permits. Contractor must follow Space Florida building permit process for building permit applications, inspections, and close-outs. 10.Ensure that the boiler room has the appropriate amount of make-up air circulation by providing properly sized air louvers and motorized damper interlocks if required. 11.Ensure that all piping, valve supports, and hangers comply with area seismic requirements. 12. Piping shall be insulated per American Society of Heating, Refrigerating and AirConditioning Engineers (ASHRAE) standards and include identification tags, labels, thermometers, gages, isolation valves, etc. 13. All equipment, fittings, materials, and parts shall be new and follow recommendations of the manufacturer. 14. All openings in rated walls, ceilings, and floors associated with new systems installed as part of this projectshall be fire or smoke sealed in accordance with the National for Fire Protection Agency (NFPA) and Florida Building Code ratings. 15.Wiring schematics shall be provided that indicate the proper tie-in of the electrical components to the existing or upgraded electrical supply. 16.Contractor shall provide a punch list and must complete all open tasks before project completion. 17.Contractor will deliver operating procedures, maintenance procedures and frequency, cut sheets, parts lists, warranties, guarantees, for all equipment installed at the facility. 18.Identify and provide any manufacturer's recommended spare parts and special tools or instruments needed for the operation or maintenance of the equipment. 19. All equipment and product testing conducted during construction is the responsibility of Contractor. Contractor must ensure the testing procedures comply with manufacturers recommendations. 20.Contractor shall provide a plan for the protection of grounds, sidewalks, roadways, etc. from heavy equipment such as cranes, trucks, etc. Contractor shall repair all damage to the Facility caused by heavy equipment. 21.Construction debris must be disposed of in dumpster provided by Contractor. 22.Ensure ongoing project and result complies with NFPA 101. 23.Collaborate with Space Florida Operations & Maintenance contractor and permitting department to update mechanical room As-Built Drawings. 24. Utility shutdown and switchovers must be coordinated and approved by the Space Florida Program Manager, Space Florida Building Department, and National Aeronautics and Space Administration-Authority Having Jurisdiction (NASA-AHJ). 25. Maintain and provide to the Space Florida Project Manager a project directory that identifies the name and phone number of key designated personnel who may be contacted if necessary. 26.Contractor shall practice good housekeeping to maintain a safe job site. Contractor shall keep the work area, including any storage areas, free from the accumulation of waste materials.
