Site work for a water / sewer project in Elgin, Illinois. Completed plans call for site work for a water / sewer project.
The scope of work consists of the installation of approximately 9,325 feet of 8-inch water main, approximately 270 feet of 6-inch water main, approximately 298 full lead service line replacements from water main to interior water meter, and all other appurtenant work and materials necessary to complete the project throughout the City of Elgin as set forth in the bid documents. An original bid bond (in the amount of 5% of the original bid amount) must be delivered to the City of Elgin Purchasing Department, 150 Dexter Court The successful bidder shall be required to furnish a satisfactory contract bond to the City of Elgin by a surety company authorized to do business in the State of Illinois covering the full amount of the contract. The successful bidder and all sub-contractors shall be required to conform to the labor standards set forth in the Contract Documents. The successful bidder shall pay prevailing wage and shall provide certified payrolls to the City for the duration of the project. This project must comply with the Elgin Responsible Bidders Ordinance and the Illinois Works Jobs Program Act (Apprenticeship Initiative) [30 ILCS 559/20/20-1]. The bidder shall submit, if requested by the City, a list of qualified references for projects of similar size and scope of this project. Proposals withdrawn may not be resubmitted at the same letting. Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The right is reserved to reject any or all bids or to waive technicalities and any informality in any bid. A home assessment is a private property site assessment performed prior to construction for all properties with a signed TCE within the project limits. The home assessment is coordinated and scheduled by the Contractor and is attended by the City, Engineer, Contractor, and resident or owner. The home assessment allows for a basic understanding of the property's interior and exterior conditions such as existing service line material, plumbing connection material, water meter location, interior sewer location, and any possible meter relocates. During the assessment the Contractor shall supply a point-of-use water filter pitcher with cartridges and an informational flyer regarding the filter to the owner or resident of every dwelling unit serviced by a lead water service line being replaced. The Contractor must obtain written confirmation from the owner or resident acknowledging the receipt of the water filter(s) and cartridge(s). The Contractor shall also provide the owner/resident with a verbal description of water service replacement work to be performed and answer any questions posed. The City will provide the Contractor with one copy each of the informational filter flyer and the form acknowledging receipt of the filter. The filter shall be certified to NSF/ANSI Standard 42 for particulate reduction and NSF/ANSI 53 for removal of lead and shall be a pitcher filter. Faucet mounted filters shall not be used. The water filter shall be the Brita Elite Filter Model OB06 or approved equal. One pitcher and a total of two filter cartridges shall also be supplied to each dwelling unit serviced by a lead water service that is being replaced. The pitcher and cartridges shall be supplied to the resident at the time of the home assessment. This item shall be performed in accordance with Section 201 of the Standard Specifications. All TREE ROOT PRUNING shall be done under the direct supervision of the Engineer and a certified arborist. TREE REMOVAL shall beperformed inaccordance with Section201 of the Standard Specifications (including stump removal). No tree shall be removed until it has been marked for removal by the Engineer. The Engineer will coordinate all removal and replacement correspondence with the residents if necessary. All removed trees shall be replaced with one replacement tree. Trees to be replaced in the public right of way shall be selected from the list of approved species by the City. Trees to be replaced on private property shall be selected from the list of approved species by the Owner of the property. The replacement tree shall have a minimum trunk caliper of 2.5 inches and shall be balled and burlapped. No asbestos testing was performed prior to this project. Any material that will be disturbed, with the exception of bare concrete, shall be assumed to contain asbestos and shall require asbestos abatement. This work shall consist of removing and disposing friable and non-friable asbestos within the limits of the water service replacement and shall be done according to the requirements of the U.S. Environmental Protection Agency (USEPA), the Illinois Environmental Protection Agency (IEPA), Illinois Department of Health (IDPH) and the Occupational Safety and Health Administration (OSHA). The work shall be performed by a Contractor or Subcontractor prequalified with the Illinois Capital Development Board. Trench backfill shall be required for all trenches lying under or within 2' of existing or proposed streets, curb and gutter, sidewalks, bike paths or driveways. The trench backfill material used shall meet IDOT gradation CM-11 (CA-7). and shall be installed to the subgrade elevation. The trench backfill shall be capped with 12" of compacted CA-6 aggregate base followed by temporary stone or HMA millings to existing grade. Depth of temporary stone or millings shall be equal to the total thickness of the binder plus surface course required for final restoration. The temporary stone or millings shall be placed and graded in a manner allowing for safe travel and shall be maintained by the contractor until the final patch is installed. This work shall consist of excavating to identify the existing water service material on both the public and private side of the curb stop. All services to be potholed will be determined by the City and Engineer. The Contractor shallpothole at the existingcurb stop location when thehomeassessment identifies copper inside the home. A minimum of three feet of both the public and private side of the water service must be exposed to verify the existing water service material. If the water service line is determined to be copper on the public and private side (i.e., no service replacement warranted) the Contractor shall remove the existing b-box, install a new b-box, and backfill the excavation by the end of the same workday. A b-box alignment fitting (BBAF) is required for all b-box replacement per the City of Elgin Buffalo Box Alignment Standard. Only this scenario is eligible for payment. If the identified water service material triggers a service line replacement, potholing will not be eligible for payment as the excavation and b-box replacement scope will be part of the lead service line replacement efforts and associated pay items. This work shall consistof excavating toidentify the existing water service material at the corporation stop. All services to be potholed will be determined by the City and Engineer. The Contractor shall excavate at the water main, either in the roadway or parkway, at the existing corporation stop when further investigation of the public side water service material is needed. If the identified water service material triggers a service line replacement, potholing will not be eligible for payment as the excavation scope will be part of the lead service line replacement efforts and associated pay items. Excavation and its backfilling in the roadway will be covered by HOT-MIX ASPHALT PAVEMENT REMOVAL and SELECT GRANULAR BACKFILL This work shall consist of abandoning an existing structure that contains lead whips connected to a distribution main and a 1.5" or 2" cast iron or galvanized water service. This work consists of shutting offthe existing corporation stops, removingthe lead whip(s), plugging or capping the corp stops (see WATER SERVICE CONNECTION AT MAIN special provision), backfilling the structure with trench backfill to a point 18" above the water main, and removing the remaining section (s) of the structure for abandonment. There are approximately two to three lead whips per structure. If a structure is full of debris, the Contractor shall remove the debris at their own expense. All required pavement removal, pavement replacement and trench backfill shall be paid for separately. This work shall consist of abandoning existing water services where the private side has been abandoned, but the public side is still an active service. The Contractor will locate and abandon the existing corporation stop at the water main with a threaded brass plug. If the threaded brass plug cannot be used for abandonment, a brass cap shall be used. The b-box shall be removed. This work shall consist of furnishing and installing all materials necessary to connect the new water service line to the existing curb stop. This pay item shall be used when the public side of the water service is copper, and the private side of the water service needs to be replaced. This includes connecting to the existing curb stop and the removal and replacement of the existing b-box. All water service connection work shall be performed by an Illinois Licensed Plumber and according to the rules and regulations of the Illinois Plumbing Code and Illinois Plumbing License Law (225 ILCS 320). The City standard curb stop is either Ford B-22 with Minneapolis style, B22-777SWM-NL, AY McDonald no Lead 76104, or Mueller B-25154N with flared fittings, however the Contractor shall be prepared to connect to any type of existing curb stop. A b-box alignment fitting (BBAF) is required for all b-box replacement per the City of Elgin Buffalo Box Alignment Standard. A twopiece cast iron service box is required and shall be Tyler 6500 (30T and 39B). In the event of a service installed below 6', the City or Engineer shall approve the use of a b-box extension. The b-box extension shall be incidental to this pay item. This work shall consist of furnishing and installing all materials necessary to connect the new water service line to the existing water main. This pay item shall be used when the public side of the water service needs to be replaced and includes the installation of a new corporation stop, curb stop, bbox, abandonment of the existing corporation stop and the full removal and disposal of the existing b-box. The City standard corp stop is either MEULLER B-25000N or AY McDonald No Lead 74701B. A b-box alignment fitting (BBAF) is required for all b-box replacement per the City of Elgin Buffalo Box Alignment Standard. A two-piece cast iron service box is required and shall be Tyler 6500 (30T and 39B). In the event of a service installed below 6', the City or Engineer shall approve the use of a b-box extension. The b-box extension shall be incidental to this pay item. All water service connection work shall be performed by an Illinois Licensed Plumber and according to the rules and regulations of the Illinois Plumbing Code and Illinois Plumbing License Law (225 ILCS 320). The project limits include water main of various sizes including 4", 6", 8", 12", and 16" diameters. The Contractor shall be responsible for verifying the size of the water main for each connection and supplying the appropriately sized materials to complete the water service replacement prior to disconnecting the water service. The preferred method of connecting to the existing ductile iron and cast iron water main shall be a direct tap. The new tap shall be spaced a minimum of 2 feet away from an existing tap and bell end of the pipe and shall follow the City of Elgin Service Connection Detail. Stainless steel tapping saddles are required for all 1" service connections tapping to a water main less than six inches in diameter and all service connections larger than 1" tapping to a water main less than sixteen inches in diameter. Under these conditions, tapping saddles shall be paid for as a separate pay item. If a contractor prefers to use tapping saddles for all connections, this will be allowed; however, the tapping saddle will be purchased and installed at the contractor's expense. The existing corporation stop shall be shut off, have a threaded brass plug installed, and abandoned in place. In the event a threaded brass plug cannot be used, a threaded brass cap will be used. This work shall consist of abandoning existing corporation stops with preexisting leaks or corporation stops that cannot be plugged or capped as noted above. The Contractor is responsible for removing the old corporation stop and using a repair sleeve to abandon the old tap. The City will throttle down the main for this work to occur. The repair sleeve shall be a stainless steel Smith-Blair style 261. If a repair sleeve cannot used, as determined by the City or Engineer, an abandonment /encapsulation sleeve may also be used to abandon the corporation stop in place. The abandonment sleeve shall be a Cascade 4x3 corporation cap (Catalog No. CCAP2-0500-03EX). This work shall consist of the method of installation for the water service line. All water service installations shall be completed by a trenchless method (horizontal directional drilling or lead extraction). The Contractor may request to use an open cut method of installation. The Contractor shall make the request to the City or Engineer to review. An open cut method shall not be used without approval from the City or Engineer. The water service line material from the b-box to the house shall be type "K" copper and immediately transition to type "L" copper inside of the house. An installation depth of a minimum of five and a half feet (5.5') for any new pipe installed shall be enforced per Elgin's Standard Detail, unless the installation method is lead extraction. When the installation method is lead extraction, the service shall be replaced at the same depth of the lead service being replaced. If that depth is less than 36 inches, per the IDPH Illinois Plumbing Code Section 890.1150, the new water service must be directionally drilled at the required depth. All water service installations shall be flushed before connecting to any downstream existing water infrastructure (curb stop, water meter, etc.). The Contractor shall flush for a minimum of 2 minutes through the water service using a hose before connecting to any existing infrastructure. Then the Contractor is responsible for flushing the internal plumbing from an outside connection. Contractors will be responsible for and required to comply with Section 4.4.1 (flushing from an outside connection). All necessary precautions shall be made to protect the existing curb and gutter and pavement from damage. Any curb and gutter and pavement that is not marked for removal and replacement that is damaged as a result of the work shall be replaced at the Contractor's expense. The Contractor shall make every effort not to damage any retaining walls during construction. If any retaining walls are damaged due by the Contractor they shall be repaired in kind at the Contractors expense. This work shall consist of furnishing all materials required to make the water service connection at the meter. The Contractor shall core drill the existing foundation wall or slab on the interior of the home to allow for the penetration of the water service pipe. The Contractor shall completely seal the cored hole with hydraulic cement to prevent water infiltration. The hydraulic cement shall be Quickcrete Quick Setting Cement or approved equal. The Contractor shall exercise caution to prevent damaging the existing foundation and shall be responsible for repairs caused by the construction. Meter relocations shall be approved by the City prior to work being performed. The water meter shall be installed at the point of entry within three feet of an exterior wall and shall have a working clearance of sixteen inches on top and twelve inches on all other sides. The Contractor shall be responsible for removing and replacing the existing water meter. New ball valves shall be installed on both sides of the meter. A 1-inch ball valve shall be installed on the street side of the meter and a 3/4 " ball valve shall be installed on the house side of the meter. Per the City's plumbing code, a drain valve shall be installed between the meter and the downstream ball valve. The drain valve shall consist of a 1/2 " compression inlet by 3/8" compression outlet 1/4 turn angle valve. The meter couplings must include drilled holes for tamper seal wires. The tamper seal wire and security tag are provided and installed by the City. The Contractor shall be responsible for coordinating with the City to install the security tag after the connection is made. The Contractor shall provide all fittings necessary to connect the water service line into the existing house plumbing which shall be installed by the Contractor's licensed plumber. This pay item will include up to six (6) feet of type L copper pipe of the sizes necessary to match the existing house plumbing. Any additional type L copper pipe beyond six feet (6') required to complete a water service shall be paid using the WATER SERVICE PIPE, TYPE L pay item. In the event a 2-inch water service is installed,a 2-inch ball valve on the 'street' side and a matching ball valve on the 'house' side shall be required. The Contractor shall be responsible for removing any debris generated by the work on the interior and exterior of the home and restoring the area around the water service. If it is necessary to move appliances to complete the work, they shall be placed in their original location after the completion of the work. This work shall also include abandoning and disposing of the lead water service inside of the residence. The lead water service line shall be cut, capped, and abandoned in place at the point of entry. The Contractor shall install a 6-gauge insulated jumper for a 100 amp service and a 4-gauge insulated jumper for a 200 amp service across the meter per 2014 NEC requirements. A bare or green insulated jumper should be used. The City shall prepare water service flushing guidelines per AWWA/ANSI Standard C810-17 "Replacement and Flushing of Lead Service Lines" which shall be provided to the resident the day their service is replaced. In the event two or more adjacent meters fed from one service line, the work associated with the any subsequent meters shall be subject to this special provision but only one WATER SERVICE CONNECTION AT METER per service is eligible for payment per service. For reference, in the Year 2 and Year 3 Elgin Lead Service Line Replacement Projects less than 1% of the replacements encountered required the replacement of two or more meters fed from a single service.
