he contract awarded as soon thereafter as practicable for: Nassau County Department of Public Works Phase 72 Atlantic Avenue Rehabilitation. This Contract will be subject to Nassau County Local Laws No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Carpenter, Operating Engineers, Arborists, or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. Work to be performed under this contract includes restoring the pavement riding surface and providing a smoother driving surface to help assure the continued safety of the traveling public on: Atlantic Avenue from Milburn Creek Bridge to South Main Street. Proposed work will utilize number of treatment options including full depth doweled type of High Early Strength (HES) repairs, partial depth spall repair and/or rapid setting concrete spall repair and any necessary crack sealing. Diamond grinding will also be performed. The installation of curbs, sidewalks, ADA compliant ramps, driveway aprons, replacement of pavement markings and traffic loops, and other incidental work is also included. Your bid shall be based upon a Notice to Proceed to be issued in the first quarter of 2026. All questions regarding this contract shall be submitted via email prior to 4:00 pm on Friday, February 14th, 2025, to Christopher Paggi, P.E., Chief Civil Engineer at cpaggi@nassaucountyny.gov SUBCONTRACTOR LISTS - In accordance with GML 101, for projects (1) to which a project labor agreement applies, (Labor Law Section 222) and, additionally, (2) on a public work contract for which separate specifications have not been prepared, each Bidder shall submit with its bid a separate sealed list on the forms provided with the proposal forms that names each subcontractor (for the enumerated work, if applicable) that the Bidder intends to use to perform work on the contract. Notwithstanding the forgoing, all subcontractors must be approved by the Commissioner in writing prior to such subcontractor's performance of any work. No interpretation of the meaning of the Drawings, Specifications or other Contract Documents will be made to any Bidder orally. Prospective bidders must request in writing such interpretation from the Commissioner and such interpretation will be given in writing in the form of written addenda, to all prospective bidders, in accordance with the Instructions to Bidders, Item G. Please be advised the DBE goal for the subject County Federally Aided Project is set at 10%, the EEO Women Participation Goal is set at 6.9%, and the EEO Minority Participation Goal is set at 5.8%. Contract term: 365 Calendar Days Minority Owned Sub-Contracting Goal: 5.8% Women Owned Sub-Contracting Goal: 6.9% Disadvantaged Owned Sub-Contracting Goal: 10% The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. To be in compliance with the contract requirements for NYS Civil Rights reporting, it is recommended that all Bidders and subcontractors have an active EBO account.
