Mechanical Equipment Replacement Teachers' Retirement System Office Building 2815 West Washington Street Springfield, Illinois 62702 TRS is committed to increasing racial, ethnic, and gender diversity in all aspects of its utilization of vendors to provide goods and services to the System, to the greatest extent feasible, and within the bounds of financial and fiduciary prudence. To that end, the System strongly encourages qualified minority, female, disabled, and veteran-owned firms to submit bids for this project. A bidder's preparation and submittal of a bid or subsequent participation in presentations or contract negotiations creates no obligation on the System to award a contract or to pay any associated costs. All bids and related materials will be retained by the System and will be subject to disclosure as required in accordance with the Illinois Freedom of Information Act. All bidders must be prequalified with TRS. Prospective bidders must submit a completed copy of Contractor's Qualification Statement (AIA Form A305) to the architect no later than February 12, 2025. TRS will notify all who submit prequalification documentation of qualification status no later than February 19, 2025. Bids from contractors who are not prequalified as required above will be returned unopened. Construction for the project is scheduled to commence promptly upon Board approval and be substantially complete by December 31, 2025. All Bidders are advised that all work of this Contract shall be subject to all applicable laws of the State of Illinois and the United States of America, including but not limited to the "Preference to Citizens (Illinois) on Public Works Projects Act" and the Wages of Employees on Public Works (Prevailing Wage Act), establishing the general prevailing rate of wages in the locality for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work, as ascertained by the Department of Labor. Each bid must be accompanied by a bid bond in the amount of not less than 10% of the Base Bid, made payable to the Teachers' Retirement System of the State of Illinois, 2815 West Washington Street, Springfield Illinois. Bids not accompanied by a bid bond will be rejected. The bid security shall be forfeited to TRS as liquidated damages if the bid submitted by the contractor is accepted and if the said contractor within five (5) days after the contract is awarded, fails or refuses to enter into a contract with TRS according to their bid, and to furnish a bond to carry out the same as set forth herein. The successful Bidder will be required to provide a Surety Performance Bond and Payment Bond, each equal to 100% of the Contract cost on prescribed forms within ten (10) days after notice of acceptance is issued by System. Surety on bond shall be by a duly authorized U. S. Treasury Backed company licensed to do business in the State of Illinois, acceptable to the System. The Mechanical Contractor shall pay the premiums for these bonds. The Teachers' Retirement System of the State of Illinois reserves the right to reject any or all bids and reserves the right to waive any irregularity in bidding, which in their considered opinion is warranted. No bidder shall modify, withdraw or cancel the submitted bid or any part thereof for sixty (60) days after opening of bids.
