The Housing Authority of the City of Columbia, SC (Columbia Housing or CH) is seeking proposals from qualified Architects and/or Engineering firms who are interested in being placed in Columbia Housing's "A/E Services Pool". Columbia Housing may select one or more firms to create a professional "pool" that will provide Architect and Engineering Services to Columbia Housing and/or its related affiliates on an as-needed basis for a period of not more than five (5) years. Anticipated services include architectural design, engineering studies; preparation of drawings; specifications; site plans; structural, electrical, and mechanical engineering; landscape architecture; cost estimates; bidding and contract administration; construction oversight/inspections; and energy audits. Columbia Housing reserves the right to waive minor informalities and to reject any or all proposals. Columbia Housing reserves the right to select the firm or firms that Columbia Housing deems most qualified to perform the required services. Respondent(s)/Firm(s) shall be qualified to provide full-service architectural and engineering services necessary for the planning, design, cost estimating, life-cycle analysis, preparation of rehabilitation and/or construction plans and documents, cost estimating, construction monitoring, preparation of physical needs assessment and energy audits. Services shall be performed for various types of projects including multi-family apartment complexes; single-family houses; administrative and maintenance buildings and mixed-use properties. All services shall conform to HUD Standards and all applicable building codes, industry standards, and local, state, and federal regulations.
