Renovation of a municipal facility in New York, New York. Conceptual plans call for the renovation of a 10,000-square-foot municipal facility.
New York City Economic Development Corporation ("NYCEDC") on behalf of the City of New York (the "City") is pleased to release a request for proposals ("RFP") seeking proposals from qualified parties for the construction of a mixed-income housing development with ground floor retail space pursuant to a long-term ground lease or sale of an approximately 10,000 square foot parcel of land at the corner of Little West 12th Street and 10th Avenue in Manhattan's vibrant Meatpacking District (the "Site"). Respondents must submit a proposal for a ground lease but, at their discretion, may submit an additional proposal for the fee simple acquisition of the Site. The Site currently covers two abutting areas described as follows: 1) a portion of Block 644, Lot 1, which is owned by the City and is under the jurisdiction of the Department of Small Business Services and 2) a portion of 10th Avenue currently under the jurisdiction of the New York State Department of Transportation and it is anticipated that it shall be deemed surplus and then transferred to the City and de-mapped. The redevelopment of this Site aligns with Executive Order 43, a key part of Mayor Adams's "Get Stuff Built" plan, a three-pronged framework to address the housing supply crisis with a goal of building 500,000 homes over the next decade. The RFP is being released in connection with such initiative and underscores NYCEDC's and the City's commitment to expanding affordable housing options throughout all five boroughs. NYCEDC plans to select a developer for the Site based on factors stated in the RFP which include, but are not limited to, financial feasibility, responsiveness to the project goals stated in the RFP, the respondent's qualifications and experience, as applicable. M/WBE Participation Goal Participation Goal: The target Participation Goal for the Project is 25% (the "Participation Goal"). This range reflects the minimum Participation Goal for the design and construction components of work contemplated in the Proposal (the "Work"). Respondents may submit questions to and/or request clarifications from NYCEDC. Questions regarding the subject matter of this RFP should be directed to GansevoortHousingRFP@edc.nyc. Questions regarding the subject matter of this RFP will not be accepted after 5:00PM ET on March 28, 2025. Answers to all questions will be posted by April 14, 2025 to RFPs | NYCEDC. Technical questions pertaining to downloading and submitting proposals to this RFP may be directed to RFPRequest@edc.nyc on or before April 30, 2025 11:59PM ET. Pre bid meeting description: People with disabilities requiring special accommodations to access the RFP or to attend the information sessions should contact equalaccess@edc.nyc. Site visit description: Anyone seeking to join the tour will be required to execute a liability waiver. A confirmation email will be sent to all recipients on the RSVP list one day prior to the visit. Should any changes to the schedule occur, recipients on the list will be contacted via email. Interested parties are strongly encouraged to attend this event. For those who are not able to attend, the questions asked and answered on the tour will be posted on the RFP website. The method of Contractor Selection has not been Determined at this time.
