The Park Maintenance Facility Project is a comprehensive design and construction project for maintenance buildings and an operations yard for the Parks Division of the Corvallis Parks and Recreation Department. The Owner's Representative will provide the necessary project, design, and construction management along with technical assessment and commissioning agent assistance to help the City deliver a Parks Maintenance Facility that meets the needs of the Department. The intent of this procurement is to acquire an Owner's Representative with the requisite skills, knowledge and experience to work with the City to lead and manage this project. 2. The following list is an illustration of many of the potential tasks that will be completed or conducted by the Owner's Representative. The Owner's Representative shall provide all insurance, labor, equipment, and materials necessary to: 2.1. General Project Management: The general services to be provided throughout the project. 2.1.1. Work on behalf of the City, facilitate City directives, be an advocate for the City and provide advice on all matters related to the delivery of the project: 2.1.1.1. Act as key liaison between the City and the project team for all matters related to the project involving the City's Architect and Engineering (A/E) consultant, the construction contractor and other consultants and vendors. 2.1.1.2. Attend/organize/conduct meetings with City staff, the City's consultants, City Council and members of the public, as necessary. 2.1.1.3. Provide regular written and verbal project updates to City staff, City Council and others. 2.1.1.4. Develop and/or manage project budgets, including a regular project budget report. 2.1.1.5. Manage the project schedule, including a regular project schedule report. 2.1.1.6. Identify project decision points, changes, and tradeoffs. 2.1.1.7. Monitor progress against schedule and identify opportunities to improve. 2.1.1.8. Maintain records in an orderly manner for the important project documentation. 2.2. Project Preparation: The resolving of all material issues about the proposed construction site and assisting the City in soliciting and hiring the construction firm that will be constructing the maintenance facility. Detailed services to be provided include, but are not limited to: 2.2.1. Review all existing information about the project. 2.2.2. Perform due diligence on the regulatory issues for the proposed construction site and advise the City on the appropriate path forward. 2.2.3. Recommend preferred scope and division of labor between City staff, Owner's Representative, A/E firm and contractor. 2.2.4. Coordinate and advise on solicitation, selection and contract negotiation with contractor and other consultants as necessary. 2.2.5. Develop procedures for communication, reporting, invoicing, payment, change orders, etc. 2.3. Project Design and Pre-Construction Oversight: The ongoing interaction with and monitoring of the A/E consultant's work to ensure that the City remains on schedule, on track to meet the budget and in alignment with the project design. Detailed services to be provided include, but are not limited to: 2.3.1. Prepare and manage the pre-construction project schedule. 2.3.2. Perform regular review of design progress and offer commentary on the design deliverables produced by the A/E firm. 2.3.3. Manage the design team and other predevelopment consultants. 2.3.4. Advise the City on the potential for achieving any sustainability benchmarks, advise on associated costs, and identify any available incentives. 2.3.5. Research and pursue opportunities for grant funding for the project. 2.3.6. Coordinate the City's review and approval of design documents. 2.3.7. Facilitate cost estimates at key project milestones with City, A/E and construction contractor (if engaged) and develop a detailed Value Engineering log. 2.3.8. Reviewing, analyzing, and offering commentary on the pre-construction deliverables produced by the construction firm retained by the City. 2.3.9. Work with the construction firm to develop and refine the construction schedule. 2.3.10. Support the City and the City's consultants in obtaining all necessary permits and with any land use applications. 2.3.11. Assist the City with the conditional use process. 2.4. Construction Oversight: Acting as a technical expert of the City and providing construction oversight activities. Detailed services to be provided include, but are not limited to: 2.4.1. Perform on-site inspections to support and confirm the A/E consultant's construction observation, and report on construction schedule, including alerting team of potential opportunities for delay. 2.4.2. Oversee construction activities, including regular Construction Coordination Meetings throughout the construction and post-construction stages. 2.4.3. Assist the City in acquiring and managing the services of specialty firms, including D/M/W/V and ESB firms, as necessary. 2.4.4. Monitor the construction schedule. 2.4.5. Manage the construction contractor, review and approve the contractor's invoices, advise City on contract modifications, track and analyze change orders, and assist City with change order negotiations. 2.4.6. Review A/E firm's responses to contractor requests for interpretations of drawings and specifications and coordinate the resolution of questions that may arise. 2.4.7. Recommend necessary or desirable changes to City and A/E consultant, and if accepted, facilitate changes as necessary. 2.4.8. Develop a plan for managing construction contingency and completing project within available budget. 2.5. Post-construction: Acting as a technical expert of the City and providing construction close-out activities. Detailed services to be provided include, but are not limited to: 2.5.1. Coordinate efforts between staff and consultants during the close-out period and diligently work towards successful acceptance by the City. 2.5.2. Manage completion of any construction punch-list items. 2.5.3. Analyze and provide recommendation to City on contractor claims, if any. 2.5.4. Verify receipt of closeout documents, As-Builts and O&M Manuals. 2.5.5. Develop and monitor commissioning of the project as required. 2.5.6. Manage a warranty review 11 months after completion of construction. 2.5.7. Coordinate warranty problem resolution and other claims against any contractor(s).
