Site work and paving for a civil project in Richmond, Virginia. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
The City of Richmond, Virginia (the "City") on behalf of the Department of Public Utilities ("DPU") seeks bids from qualified firms to provide general contracting services for the rehabilitation and replacement of combined sewer overflow regulators (the "Project"). The services required generally include site work, mechanical work, and other specialized work. Specifically, the City will require installation of new rails and hatches, pavement cutting and restoration, excavation, shoring, concrete and brick surface repairs, maintenance of traffic, utility connections, and erosion and sediment controls (the "Work"). Work to be completed within 365 consecutive calendar days of notice to proceed. Question Deadline Feb 19, 2025 at 5:00 PM The City of Richmond reserves the right to reject any and all bids. Any bidder submitting a bid for a construction Contracts in excess of $100,000 shall submit to the City a bid guarantee of not less than five percent (5%) of the bid amount set forth in item 14 of the Bid Form. Such security may be a certified check or a cashier's check or a Bid Bond made payable to the Owner. The goals of this Project are to: A. remove, renovate, and replace existing regulator components, B. perform structural repairs, and C. provide better access to the five (5) regulators in the City's combined sewer overflow ("CSO") system. Regulators with fixed plate orifices are currently using obsolete Brown & Brown regulator components. Components no longer required to be discarded. Some hydraulic components to be replaced with new parts from currently available manufacturers. 1.2.3. Summary of Work. The Work requirements are generally described below. However, the awarded Bidder (the "Contractor") shall perform all Work according to the Contract Documents, the Technical Specifications, and Plans. A. Remove internal regulator components for Regulators 09, 11, 16, 17, and 18. B. Furnish and install new internal components. C. Furnish, construct, and install access improvements. D. After installation, exercise newly installed regulator equipment for Regulator 11, ensuring the new equipment operates properly. E. Adjust and/or repair equipment as needed for proper working condition. It is the official goal of the City or Richmond to increase the dollar value of all contracts awarded to minority business enterprise and emerging small business (MBE/ESB) contractors and subcontractors to the highest level that is reasonably achievable for any particular field of contracting. To implement this policy, the City shall encourage minority participation through subcontracting and certain business development methods in contracting for services. Please submit the attached MBE/ESB Participation Commitment Form, indicating the percentage of MBE/ESB participation you propose for this project.
