Summary of Work: Scope of work consists of provided and maintaining a temporary sound barrier wall at one site and construction of well site pads and test drilling and logging of gulf coast aquifer sediments at four sites. In determining the project costs the City of McAllen reserves the right to consider the lowest total proposal calculated as the Base price plus or minus the sum of any or all Add and/or Deductive Alternates as may be selected by the City of McAllen. The City Commission shall select the offer that proposes the best value to the City based on the published evaluation criteria and values submitted. A Respondent's Bond from a reliable surety company licensed to operate in the State of Texas or certified Cashier's Check, (Proposal Security) payable without recourse to the City of McAllen, for the amount of not less than five percent (5%) of the total Proposal shall be submitted via a sealed envelope as a guaranty that if awarded the contract, the Respondent will enter into a contract with the City of McAllen. The Respondent's Proposal security shall be submitted before the above-mentioned electronic Proposal opening date and time. Failure to submit the Proposal security shall be grounds for disqualification. The City of McAllen reserves the right to refuse and reject any or all Proposals and to waive any or all formalities or technicalities, or to accept the Proposal considered the best value to the City, and to hold the Proposals for a period of one hundred twenty (120) days without taking action.
