The Town will work with the selected firm to draft the appropriate contract for the successful completion of the entire project. Only firms with related experience will be considered. In broad terms the scope will include the engineering design of the clarifiers and related compatible equipment (such as clarifier drive equipment) required for clarifier operation as part of the clarifier basin replacement project. The firm will need to work with any funding agencies for compliance with those standards and cooperate with the Virginia Department of Environmental Quality permitting office for ensuring adequate compliance with the municipal permit. The firm is expected to head up the floodplain permitting for placement of the new clarifiers in the floodplain and complete a design that integrates with other wastewater treatment equipment and processes. The firm will be responsible for assisting with the procurement of the construction contract and for performing contract administration for the construction phase of the project. The firm will perform inspections and any testing of the new system, along with project acceptance of the new clarifiers upon completion. Weekly and/or monthly coordination meetings with town staff and any contractors will be required to ensure that the project is on time and on scope. The Town facilities can be used to host meetings and if needed a satellite office space can be arranged with advance notice. The scope of work will be custom tailored to the project. The town is reliant on the selected firm to assist the town with identifying all steps to get the new clarifiers operational. The scope is generally defined as professional engineering services to design new clarifiers and related equipment along with connections to the existing wastewater treatment system, provide procurement tasks and contract administrative services to help select the appropriate equipment, contractors, and product vendors to replace the clarifiers and provide the inspection and testing services to ensure compliance with regulatory agencies. Assistance with final project acceptance and any warranty periods are needed as part of this scope.
