Proposals for the JIPSD Phase-6, Wastewater Collection Rehabilitation Project, James Island Question Deadline 02/24/2025 All questions about the meaning or intent of the Contract Document are to be directed to Engineer G. Robert George & Associates, Inc This Project will be funded by a loan from the SC RIA State Revolving Fund. Bidders must comply with all applicable state and federal requirements identified in the bid documents. A condition of federal grant awards, regulations require that SRF recipients (James Island Public Service District) and contractors to make a good faith effort to award a fair share of work to qualified small, minority and women's businesses. The bidders must demonstrate and document affirmative steps to provide opportunities for Disadvantaged Business Enterprise (DBE) firms who are Small Business Enterprises (SBE) and Women's Business Enterprises (WBE) to participate in the Project. The Project shall also include compliance with the "Davis-Bacon Act" and "American Iron and Steel" requirements. Each proposal must be accompanied by a bid bond or certified check payable to the James Is land Public Service District in the amount of five percent (5%) of the total bid price. If, upon acceptance of the bid, a Bidder fails to enter into a Contract with the James Island Public Service District, the bid security shall be forfeited to and become the property of the James Island Public Service District. No bidder may withdraw their bid within ninety (90) days after the date of the bid opening. The successful bidder must furnish separate one hundred percent (100%) Performance and Payment Bonds issued by a surety company satisfactory to the James Island Public Service District. The successful bidder must also provide proof of fire, extended coverage, vandalism and malicious mischief insurance equal to the actual value of the insured property during construction. The James Island Public Service District assumes no responsibility for submittals received after the advertised deadline or at any office or location other than that specified herein, whether due to mail delays, courier mistake, mishandling or any other reason. If the proposal is delivered by other than hand delivery, it is recommended that the Bidder verify delivery. The District will make no reimbursement for any costs incurred prior to a formal notice to proceed should an award of contract result from this solicitation. The James Island Public Service District reserves the right to reject any and all responses and to waive technicalities as deemed to be in the best interest of the District or reject any or all bids. The James Island Public Service District reserves the right to request additional information from bidders as deemed necessary by the District to analyze bidder qualifications.
