Martin County hereby announces its intention to recommend the award of a single source purchase agreement for bagged rock asphalt to BLADES GROUP, INC., for the immediate repair of roadways. This material is critical for addressing potential road issues that could pose public safety concerns, allowing for timely temporary repairs to maintain the safe and efficient operation of County infrastructure. Blades Group, Inc. is uniquely qualified as the sole provider of this specialized material, which is both mined and bagged exclusively by them. Given the critical need for small quantities of high-performing asphalt repair material on demand, the County recommends designating Blades Group, Inc., as a Single Source vendor for bagged Rock Asphalt. This selection ensures the County can continue providing safe and reliable roadways for its citizens. The annual amount for services is not to exceed $35,000. Blades Group, Inc. is uniquely qualified as the sole provider of this specialized material, which is both mined and bagged exclusively by them. The recommendation is based on the following factors: 1. Efficient Accessibility: Staff can store bags of asphalt repair mix on each truck, ensuring quick response capabilities. 2. Safety Enhancement: Temporary repairs help mitigate minor or major road damages that could otherwise harm citizens' vehicles or persons. 3. Convenient Ordering: The vendor supplies the material by the pallet, facilitating manageable inventory levels for the County. 4. Superior Performance: Competing products contain excessive petroleum, resulting in poor curing and unsatisfactory performance for road maintenance. 5. Durability and Effectiveness: Rock Asphalt offers an optimal mixture for faster curing, immediate traffic readiness, and longer-lasting repairs. The goods or services described in this Notice of Intent to Single Source, including bagged rock asphalt, may be utilized during emergency situations. As such, the successful vendor must comply with all applicable local, state, and federal requirements, including those set forth by the Federal Emergency Management Agency (FEMA). Any responses received after this deadline will not be considered, and the goods or services will be designated as a single source procurement by Martin County.
