This solicitation is being conducted by the Georgia Department of Transportation under its authority to procure services ancillary to the construction and maintenance of a public road (as defined in O.C.G.A 32-1-3 (24) as provided for in O.C.G.A 32-2-61 (c) and (d) (1) (D). Only contractors deemed as Qualified Contractors to provide "Mitigation Credits" are eligible to participate in this Invitation to Bid/Request for Quote. Through this ITB/RFQ the Georgia Department of Transportation (hereinafter, "the State Entity, Department, Agency, or GDOT") is seeking bids for Mitigation Credits. All respondents to this ITB/RFQ are subject to terms and conditions of the subsequent awarded contract, and the ITB/RFQ Form, and are cautioned to completely review the entire ITB/RFQ and follow instructions carefully. The Department reserves the right to modify existing provisions or include additional provisions, which are not currently addressed herein and further reserves the right to reject any or all bids, and to waive technicalities and informalities at its discretion. Deadline for Written Questions from Contractors 2/5/2025 2:00 PM GDOT intends to purchase from or contract with a successful bidder for the purchase of mitigation credits required for GDOT construction projects. GDOT is requiring bids for services as described and specified in Table 3 and Table 7. Bidders are encouraged to familiarize themselves with the conditions of this solicitation 1. Scope of Work GDOT requires mitigation credits in order to satisfy wetland or stream mitigation according to the United States Army Corps of Engineers (USACE) SOP for mitigation. Required credits are as indicated in Table 7. GDOT desires to purchase said credits from a USACE permitted mitigation bank having primary service area containing the Hydrologic Unit Code (HUC) indicated in Table 7. The Bidder shall commence actual procurement of credits and complete all procurement activities within 15 (fifteen) calendar days from the issuance of the executed and delivered purchase order. 2. Deliverables The deliverable of this transaction will include the purchase of the requested mitigation credits and documentation of purchase to demonstrate transfer of credit ownership to GDOT.
