Piggyback Solicitation No Insurance Required Yes Bid Bond Required No Performance Bond Required No Construction Bond Required No The purpose of this Request for Proposal (RFP) is to solicit competitive sealed proposals for a Continuing Service Contract for Environmental Services. The Consultant's services consist of those services performed by the Consultant, Consultant's employees, and Consultant`s Sub-Contractors as enumerated and described in this Exhibit A. The Consultant's services shall be performed as expeditiously as is consistent with professional skill and care, and the orderly progress of the Work. The Consultant shall be able to respond within 2 hours of initial notice from the designated Owner's Project Representative. Response time shall be deemed as having the Consultant's representative physically present at the School Districts reported environmental incident location. The Consultant will be responsible for following environmental protocol set forth by the Owner's Project Representative or by the School District's Third Party Environmental Consultant Firm. The Consultant will be responsible for the following: 1. proper "containment and clean-up" or "removal and disposal" of building materials identified as affected with microbial growth, asbestos, lead or other environmental contaminants; and 2. the proper dehumidification and/or removal and disposal of building materials affected by moisture intrusion, coil cleaning/HVAC duct cleaning and appropriate build back of affected construction as requested. These specifications are not intended to cover all variations that may occur, however, the Task Assignment will address anticipated variations. If any discrepancy arises between the general specifications and the Task Assignment, the procedures and instructions in the Task Assignment will prevail for specific job requirements. Emergency Service Requests shall require the Consultant to provide the Owner's Project Representative with a cost estimate, in writing, prior to the issuance of a notice to proceed. Immediately following the Consultant's investigative services, the Consultant shall be required to provide the Owner's Project Representative with a detailed written proposal for the Work. The request by the Owner's Project Representative for Emergency Services does not negate the need for the execution of a Task Assignment (Exhibit D). The Purchasing Department will issue an Emergency Purchase Order Number to authorize the work to begin until all written documents have been fully executed. All services rendered by the Consultant shall be conducted by persons meeting the following minimum requirements and in accordance with the Administrative Rules, Policies and Procedures of the School Board: Certified General Contractor License, Certified Asbestos Abatement Contractor License, Asbestos Business License, Certified Mechanical Contractor License, EPA-TSCA Section 402(a)(1) Lead Certification (40CFR 745.226), EPA Lead Repair, Renovation, and Painting (RRP) Certified, and NADCA Certified - Duct Cleaning. If any of the above requirements are achieved through a subcontractor a copy of their license must be included with the Consultant's proposal. Proof of Certification for each individual providing services shall be provided by the Consultant to the Owner's Project Representative prior to services being rendered. Anticipated Award Date 4/8/2025 EST The purpose of this Request for Proposal (RFP) is to solicit competitive sealed proposals for a Continuing Service Contract for Environmental Services. The School Board’s goal is to promote partnership relationships within the policies and procedures of public procurement. Pursuant toward that end, the successful Respondent(s) shall be awarded a contract for an initial three (3) year term with up to one (1) optional two (2) year renewal period. If the project cost is $300,000.00 or more, a performance and payment bond shall be required. The Respondent shall furnish within ten (10) days of notification of award a 100% Performance Bond and 100% Payment Bond, payable to the School District as security for the faithful performance of the Contract and payment of sub-contractors and/or suppliers. Both Performance & Payment Bonds shall be equal to the Total Turnkey amount of the project. Bonds may be in the form of a bond, cashier's check or Irrevocable Letter of Credit (ILOC). The bond shall be issued by an agency authorized to do business in the State of Florida with a rating of "A" or higher, as listed in the A.M. Best & Company latest published rating. An Attorney in fact who signs a Performance Bond must file with the bond a certified copy of his/her power of attorney to assign said bond. The successful respondent, upon failure or refusal to furnish within ten (10) days of notification the required Performance Bond, shall pay to the School District, as liquidated damages for such failure or refusal, an amount in cash equal to the Proposal Bond.
