This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 24, 2025, at 1:30 PM at the Region Two/District Three Office in Ottawa. Phase II engineering services are required to provide support to the permits section in the District office. The Consultant may be required to provide staff to assist with permit field inspections and to process and archive permit documentation. It is anticipated that field work will be required of approximately 15-20 hours per week. Permit processing and archiving is anticipated to require 15-20 hours per week and be performed in the District office. These tasks may be performed by one technician or by multiple technicians. The estimated engineering fee for this project is $3,500,000. The completion date for this contract will be 60 months after authorization to proceed. The Prime firm must be prequalified in the Highways (Roads and Streets) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
