The Town Board of the Town of Carmel (Town), as Commissioners of Carmel Water District 2 (CWD 2), is hereby soliciting sealed proposals from qualified Engineering firms licensed to practice in the State of New York to provide a Supplement to the existing Facility Plan (FP) for the CWD 2 Filtration Plant. A copy of this report is attached. The initial Facility Plan, developed in 2018, evaluated alternatives for replacing the existing plant and complied with the requirements of the Great Lakes Upper Mississippi River Board of State and Provincial Public Health and Environmental Managers (10 State Standards) and New York State Department of Health Part 5, Subpart 5-1 Public Water Systems. The FP identified Dissolved Air Flotation as the preferred alternative at an estimated cost range of $16,480,000 to $19,753,000. Subsequent increases to the estimates have led the public to request that the conclusions reached in the original document be re-examined. The purpose of the Supplement is to identify potential changes to the project design or construction that would satisfy the essential functions of the project at a lower capital and/or life cycle cost. The original Facility Plan, along with recent cost estimates, is attached. Subsequent to the completion of that Facility Plan the Town acquired a nearby parcel for the construction of the new facility. The survey of that parcel is attached. Carmel Water District Number 2 (CWD 2) is located in the northeast corner of the Town of Carmel (Town). The District serves approximately 5,300 people, along with the Town's main commercial area and regional hospital, through nearly 1,800 service connections. The daily average water production is approximately 850,000 gallons; the monthly average is approximately 25,800,000 gallons. The Water Treatment Plant (WTP) is located at 1744 Route 6 Carmel, New York 10512. The water supply comes from Lake Gleneida, located at the intersection of Route 52 and 6 in the Town. Constructed in 1976, the plant has a design capacity of 1.0 million gallons per day (1.0 MGD). Treatment consists of diatomaceous earth filtration (3 units), followed by chlorine disinfection. The three diatomaceous earth filters are capable of producing 350- 400 GPM apiece. Depending on the season and water temperature, the filters require every other day, daily or twice daily backwash. Sodium hypochlorite at 12.5% is injected at each individual filter for disinfection. Makeup DE is fed to the filters throughout the day. Finished water is discharged to a 90,000-gallon clear well and then pumped to the distribution system/storage tanks by four (4) turbine pumps with a combined capacity of 1,019 GPM. Ortho-phosphate is added at the clearwell for corrosion control. Storage consists of three (3) gravity atmospheric tanks with a total capacity of 1.1 million gallons. Tanks are located on Lindy Drive (300,000 gallons), Everett Road (300,000 gallons), and Clapboard Ridge (500,000 gallons).
