Liberty Ridge Water Main Extension Project James City Service Authority is soliciting Two-Step sealed competitive bids from qualified and experienced professional contractors licensed in the state of Virginia with the demonstrated capability and capacity for Water Main Extension for Liberty Ridge Project as described in this Invitation for Bids. The Goal of the project is the installation of approximately 680 feet of water main piping to connect the Liberty Ridge water system to the JCSA central system. The proposed work consists of the installation of 680 feet of new 12" DIP to connect the existing 8" water main along Mallory Place to the existing water main along the east side of Centerville Road. The new 12" water main will be bored across Centerville Road and will tie to an existing 8" water main along Mulberry Lane. Approximately 400 feet of existing 4" water main piping along Mallory Place will be abandoned. Four (4) water services along Mallory Place will need to be relocated from the 4" water main to the new 12" main. Mallory Place is not currently in the VDOT system. The work along Mallory will take place outside of the existing developer laid pavement, but within the Right of Way. All questions pertaining to this project should be directed to Linda Hodges, Deputy Director of Purchasing no later than 12:00 P.M., on Friday, February 21, 2025 in writing via e-mail to: linda.hodges@jamescitycountyva.gov. Addendum will be issued by James City County Purchasing. Bid Security in the amount of Five percent (5%) of the Bid shall be submitted with each Bid. Performance and Payment bonds for one hundred percent (100%) of the Contract will be required by the Owner prior to Contract Award. The cost of bonds is to be included in the bid price. The Owner reserves the right to waive minor non-substantive informalities in the Bid, to reject any/or all Bids, to award any Bid in whole or in part and award the Bid considered to be in the best interest of the Owner. Withdrawal of Bids due to error shall be subject to and in accordance with Section 2.2-4330 of the Code of Virginia and the Contract Documents.
