The City of Midland, MI is looking for a firm to conduct a Smart Tree Inventory for an estimated 42,000 trees within the public right-of-way of approximately 256 street miles and 300 acres of open park spaces. A Smart Tree Inventory uses advanced technology like LiDar, high-resolution cameras, and machine learning to collect detailed data and a comprehensive digital record of our urban forest, followed by a complete assessment of that data by certified arborists. This will establish a baseline of where we currently stand, as well as guide future budgeting, planning, and workload management. The City of Midland has received a federally funded reimbursement grant to support this effort, issued through the Urban and Community Forestry Inflation Reduction Act Grant Program. All regulations set forth by the grant can be found in the OMB guidance in subparts A through F or 2 CFR Part 200. Per the grant, reimbursement for expenses will be made on a semi-annual basis: October 2024 - March 2025, April 2025 - September 2025, and October 2025 - March 2026. All expenses will need to be submitted to the City prior to those end dates to be eligible for payment. Proposals must include the performance of a complete Smart Tree Inventory of an estimated 42,000 public trees, to be completed within one year of contract agreement.
