The project consists of the maintenance and pruning of existing street trees. Work shall include the trimming and shaping of various species of street trees throughout the City, including the removal and disposal of branches and debris. The scope of this project shall be IF/WHERE directed throughout the City and shall be on an as needed basis. The contractor must be available to mobilize to the directed locations within thirty (30) calendar days of the Notice to Proceed. The minimum mobilization quantity for tree trimming shall be 100 tree trimming locations. The Project also consists of installing and maintaining traffic control devices as needed for the duration of the project. The duration of this contract shall be for one (1) year. The City of Union City will strictly abide by these dates. The contractor will need to provide the appropriate labor force and equipment to comply with the required schedule. Contract Documents for the proposed work, which have been prepared by Carl P. O'Brien, P.E. of the firm Colliers Engineering & Design, Inc. DBA Maser Consulting, are available electronically or via delivery by common carrier beginning on Wednesday, February 5, 2025, by making a request to beverly.talmadge@collierseng.com. Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail address. The bid proposal packages will not be available for pickup. In the e-mail message, the Contractor shall indicate if they request an electronic copy (PDF format) or paper copy. Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to City Clerk of Union City and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the municipality and either a Bid Bond or a Certified Check drawn to the order of "City of Union City" for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required. The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with the following: A. Affirmative Action requirements (N.J.S.A. 10:5-31 et seq. & N.J.A.C. 17:27-1 et seq.); B. The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.); C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act; D. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1); and E. Anti-Drug/Alcohol plan in accordance with 49 CFR Parts 40, 199 and 391. The bid must be accompanied by a list of names and addresses of all stockholders owning ten percent (10%) or more of the stock, in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
