The project consists of a Base Bid and an additive Alternate Bid for the construction of approximately 1,700 linear feet of 6-inch water main in Avenues C, D & E and for approximately 1,000 linear feet of 6-inch water main in Herman Loop, respectively, in Van Vleck, Texas. The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. This solicitation is for services related to a project that is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. Bidders must submit a bid bond, cashier's or certified check payable without recourse to the order of Matagorda County in an amount not less than five percent (5%) of the bid submitted as a guarantee that the Bidder will enter into a contract and execute bonds and guarantees in the forms provided within fifteen (15) days after Notice of Award of contract to them. Bids submitted without the required security will not be considered. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Matagorda County reserves the right to reject any or all bids or to waive any informalities in the bidding.
