https://www.recordherald.com/2025/03/13/property-taxes-capital-improvements-discussed-at-banquet/ WASHINGTON COURT HOUSE, Ohio — The Fayette County Engineer’s Office held its annual Township Trustee & Fiscal Officer meeting banquet at the Mahan Building on the county fairgrounds Thursday, March 6, with two guest speakers. Ohio State District 91 Rep. Bob Peterson (R-Sabina) discussed the state of property taxes rising in Ohio and what the legislature is attempting to do to alleviate some of the burden. Peterson said that agricultural land is different and has been good the last five years due to the financial climate in Ohio. But prices are rising up in all areas. The property taxes mainly go to fund schools and a part to local government. The legislature is trying to get a few bills out of committee and onto the floor for passage to help seniors, the disabled, and the Homestead Act to reduce the tax burdens. The second speaker was Gary Browning from the Ohio Department of Transportation LTAP (Local Technical Assistance Program). Browning is the transportation program manager for educational training, such as CDL training, continuing education, and FAA drone licensing learning. Browning said that the training courses offered on their website are free for local agencies and there is a National LTAP in each state. They were founded in 1986. Fayette County Engineer Jason Little spoke to the group about his programs and 2025 goals. He said his office is responsible for 314.145 miles of roadway and 223 bridges in the county with a budget of over $6 million annually. The highway superintendent meets with each township trustee to discuss various methods of repair work needed, and estimates are prepared for work the trustees would like to have performed in their areas. The county uses an asset management approach based on pavement preservation strategies in maintaining roadways, according to Little. Roadways are inspected in two-year cycles and a work plan is developed. The pavement marking project for 2024 was awarded to Aero-Mark Company LLC for its bid of $58,357 for 28.974 miles of centerline and 59.916 miles of edging lines that were stripped. The roads included were Barger, Worthington, Snowhill, Allen, Moon Evans, Prairie, Lewis, Miami Trace, Yeoman, Haines, Myers, Camp Grove, and Matthews roads. The project was paid for through local funds. The engineer’s office maintains 95 miles and 51 ditches with just three employees. They are responsible for the maintenance of ditches, including mowing, spraying, erosion control, tile maintenance, and working with land owners. There were several culverts and small bridges replaced on township roads, such as two on Hoppes Road, four on Rockbridge Road, and one each on Clemens Road and Kellough Road. Little said that the mega-site continues to grow in Jefferson Township with Bluegrass Boulevard being extended to State Route 729. It currently goes from the round-a-bout at State Route 435 to feed the Honda site. The next phase is approximately 1.4 miles long to extend it to State Route 729. The construction should bid in September and the project completed by September of 2026. The next phase scheduled for the next couple months will extend it to State Route 41. A round-a-bout is planned at both intersections with State Route 729 and State Route 41, according to Little. The 2025 Fayette County Paving Program information is also available at the engineer’s office. It shows the asphalt concrete surfacing and pavement repairs, which the engineer’s office estimated at $1,590,763, and the lowest bid received was from Cox Paving LLC for $1,361,586. A new round-a-bout has been designed for the State Route 41/Bloomingburg-New Holland Road intersection near the Miami Trace Local School District campus. The roadway change will alleviate the traffic hazards from the schools and State Route 41 traffic. ------------------------------- 2025 Fayette County Paving Program. Each bid must be accompanied by either a bid bond, cash, certified check, or letter of credit, in an amount of 10% of the bid amount with a surety satisfactory to the County of Fayette. Bid Bonds shall be accompanied by Proof of Authority of the official or agent signing the bond. Bid Guaranty and Contract Bond in the form of Ohio Revised Code Section 154.53(B). Attention of bidders is called to all of the requirements contained in this bid packet, particularly to prevailing wage standards, various insurance requirements, various equal opportunity provisions, and the requirement for a payment bond and performance bond for 100% of the contract price. No bidder may withdraw his bid within thirty (30) days after the actual date of opening thereof. The Fayette County Commissioners reserve the right to waive any informalities or reject any or all bids.
