This Request for Proposals (the "RFP") is an invitation by the County of Grand Prairie ("the County") to prospective proponents to submit proposals for a Fully Managed Cellular Booster Distributed Antenna System for County of Grande Prairie Facilities: Community Services Building, 10808 - 100th Avenue, Clairmont, AB County Administration and Transportation & Utilities Building (Deleteable), as further described in Section A of the RFP Particulars (Appendix B) (the "Deliverables A Fully Managed Cellular Booster Distributed Antenna System. The County would not own the equipment. Instead, the provider would retain ownership and deliver all required hardware, installation, and ongoing maintenance as part of a managed service package. The County would pay for the service on a monthly or yearly basis, with costs covering installation, regular maintenance and technical support for the following locations: 1. Community Services Building: a. Issue: The cellular signals from the nearest telecommunications towers are too weak to provide reliable coverage inside the Community Services Building. Currently, signal boosters are used within the building to amplify the signal and transmit it back to a nearby tower via a directional antenna. However, these boosters have a limited capacity for signal distribution, and the existing setup cannot adequately cover all problematic areas in the building. Adding more antennas to the current boosters would further weaken the signal, making it insufficient for expanded coverage. b. Upgrade Goals: A new cellular distributed antenna system installed which: i. Supports 5G as well as older bands like 4G and LTE ii. Utilizes modern, up-to-date technology and infrastructure iii. Is offered as a fully managed solution, ensuring guaranteed signal improvement, defined coverage areas and specified support levels. iv. Achieves maximum cellular coverage throughout the building. v. Preference is the system is to be fully installed and functional by April 30, 2025. 2. County Administration and Transportation & Utilities Building (Deleteable) a. Issues: The Cellular signals from the nearest telecommunications towers are too weak to provide reliable coverage inside the Administration and Transportation & Utilities Building. Currently, signal boosters are used within the building to amplify the signal and transmit it back to a nearby tower via a directional antenna. However, these boosters have limited capacity for signal distribution and the existing setup cannot adequately cover all problematic areas in the building. Adding more antennas to the current boosters would further weaken the signal, making it insufficient for expanded coverage. b. Due to upcoming renovations to the Administration and Transportation & Utilities Building, the County is uncertain if they wish to proceed with a new cellular distributed antenna system for this location at time. It is currently unclear as to what the renovation will entail and if these renovations will affect the placement of the cellular distributed antenna systems equipment. The County would like to gather information and pricing at this time but reserves the right to negotiate installation start date or as stated, delete this upgrade for this location and repost at a later date. c. Upgrade Goals: A new cellular distributed antenna system installed which: i. Supports 5G as well as older bands like 4G and LTE ii. Utilizes modern, up-to-date technology and infrastructure iii. Is offered as a fully managed solution, ensuring guaranteed signal improvement, defined coverage areas and specified support levels. iv.
