Site work and paving for a mixed-use development in Detroit, Michigan. Working plans call for site work for a sidewalk / parking lot; water / sewer project; and for paving for a sidewalk / parking lot.
INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Fisher House Site Preparation at the John D. Dingell VA Fisher House located in Detroit, MI. PROJECT DESCRIPTION: The construction project will remove and replace existing sidewalk, catch basins, gutter, curbing, and provide landscaping along Bethune Street at the Detroit Fisher House as described below. It is anticipated that the work will be broken up into two (2) phases. Phase one will remove and replace fifteen hundred (1500) SF of damaged sidewalk along Bethune Street and add one hundred eighty (180) SF of new sidewalk at the Fisher House entry. Phase two will remove and replace two hundred twenty (220) LF of curbing, gutter, and catch basins, tie into, and expand on the existing irrigation system, add green space, and plant six (6) new trees. The contractor is responsible for installing safety fencing to keep pedestrian and automobile traffic out of work site, coordinating all work with the City of Detroit, and obtaining all city permitting for the satisfactory completion of all work. The scope of this project includes, but is not limited to, the following infrastructure improvements: Remove and Replace Existing Sidewalk(s): Existing sidewalk concrete shall be replaced in accordance with design specifications, and city of Detroit engineering division D.P.W standards and details. Remove and replace concrete as described below. Remove existing concrete, haul off site, and dispose of as required by local law. Recycle concrete as much as possible. Install new concrete sidewalk in area(s) shown in drawings. Concrete will be 6 thick 3500# with control joints and will be doweled into the adjoining slabs at 12 o.c. using NO. 13 (A 1/2 ) bar, broom finished to match adjoining surfaces in accordance with city of Detroit engineering division D.P.W standards and details. Construction areas shall remain barricaded and fenced off until area is cured properly and can support foot traffic. Addition of New Sidewalk(s): Install new concrete sidewalk in area(s) shown in drawings. Concrete will be 6 thick 3500# with control joints and will be doweled into the adjoining slabs at 12 o.c. using NO. 13 (A 1/2 ) bar, broom finished to match adjoining surfaces in accordance with city of Detroit engineering division D.P.W standards and details. Construction areas shall remain barricaded and fenced off until area is cured properly and can support foot traffic. Remove and Replace Existing Curbing and Gutter: Remove and replace curbing and gutter in accordance with design specifications, and city of Detroit engineering division D.P.W standards and details. Remove and replace concrete as described below. Remove existing concrete, haul off site, and dispose of as required by local law. Recycle concrete as much as possible. Install new integral concrete curbing and gutter in areas shown on drawings. Concrete curb shall meet the city of Detroit city engineering division, D.P.W. standard plan for standard curb details, doweled into the adjoining slabs at using NO 13 (A 1/2 ) bar. Finish concrete surface to match adjoining curb surfaces. Construction areas shall remain barricaded and fenced off until area is cured properly and can support foot traffic. Landscaping: Prepare green space for new sod, six (6 ) inch depth, topsoil, new irrigation lines and tie-in to existing, pop-up spray heads four (4) inch riser, and six (6) Bosque Elm canopy trees to match existing. Remove excess spoils, haul off site, and dispose of as required in accordance with Federal, State, and local law. ADMINISTRATIVE: The proposed project will be a competitive, firm-fixed-price contract utilizing the design-bid-build approach (Final Specifications and Drawings will be provided). The anticipated solicitation will be issued as a Request for Quote (RFQ) in accordance with FAR Part 13 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 237310 with a size standard of $45 million. The solicitation will be issued in March to early April of 2025. The period of performance is approximately 45 calendar days from the issuance of the Notice to Proceed. In accordance with FAR 36.204, the magnitude of construction is between $100,000.00 and $250,000.00. This notice is not a request for competitive offers. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
