Site work and renovation of a civil project in Wilton, Maine. Completed plans call for site work for a water / sewer project; and for the renovation of a water / sewer project.

The Project includes the following Work Replacing the Intake in Varnum Pond, replacing and upgrading approximately 7,800 feet of raw water transmission main, replacing, upgrading and relocating approximately 15,000 feet of finish water transmission main, construction of a new control valve station, and pump upgrades at the treatment plant. A bid tabulation will be prepared and issued within 48 hours of opening Bids. The Project includes the following Work: Replacing the Intake in Varnum Pond, replacing and upgrading approximately 7,800 feet of raw water transmission main, replacing, upgrading and relocating approximately 15,000 feet of finish water transmission main, construction of a new control valve station, and pump upgrades at the treatment plant. Bids are requested for the following Contract: Transmission Main Upgrades Project #10918 Owner anticipates that the Projects total bid price will be approximately $8,900,000. The Project has an expected duration of [790] days or less for final completion. Contract Time will not commence to run until materials can be obtained. There is a critical Milestone on this project to have all cross country related work and the intake complete by September 30, 2026. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00 am and 4:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Shipping costs will be $10 per set of bidding documents mailed. Bidding Documents are available for purchase in the following formats: Format Cost Bidding Documents (including Full-Size Drawings) $250 Bidding Documents (including Half-Size Drawings) $100 Compact Disc containing Bidding Documents in portable document format (PDF) $50 Electronic transfer of Bidding Documents $50 If bid amount is $125,00.00 or greater then Bid shall be accompanied by a bid security in the amount of 5% of the Total Bid Price as outlined in the Instructions to Bidders. If bid amount is $125,000.00 or greater, Payment and Performance Bonds will need to be provided at Contract Signing as described in the Contract Documents. The Owner reserves the right to waive any informalities or to reject any or all bids. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. Pre-bid Conference A pre-bid conference for the Project will be held on Tuesday, February 18, 2025 at 10:00 AM meeting at the project site at the Town Office in Wilton, Maine. Attendance at the pre-bid conference is encouraged but not required. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term iron and steel products means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig iron and direct reduced iron Disclaimer/Agency Not a Party This Contract is expected to be funded in whole or in part by the United States Department of Agriculture - Rural Development. This Contract contains requirements from these funding agencies. Neither the USDA-RD, nor any of their departments, agencies, or employees is or will be a party to this contract. The word "agency" in the contract documents refers to these funding agencies. Award of any Contract will be contingent upon final financial agreements between the Town and the funding agencies. The project scope may be adjusted to match available funding.
