Summary Removal of an access road along the frontage of Rutland Plaza on 62nd Avenue North in St. Petersburg. Project will include reconstruction of existing asphalt driveways and the the addition of sidewalks and greenspace along the removed sections of roadway. 1.2. Bid Evaluation Bids will be unconditionally accepted without alteration or correction unless the Procurement Director permits the correction or withdrawal of inadvertently erroneous bids. Bids will be evaluated based on the requirements and specifications set forth in the scope. Submittal Requirements The original bid bond must be received prior to the bid closing date and time. Project Superintendent Provide the name of the project Superintendent proposed to be assigned to this project and attach his or her experience profile. Small Business Enterprise (SBE) SBE Goal: 17% Scope of Work 4.1. Scope of Work The essential portions of the proposed Work for the Project are summarized as follows: Converting the majority of the existing paved Marginal Access Road along the frontage of Rutland Plaza to greenspace and reconstructing the asphalt pavement section along the frontage of McDonalds, Bank of America, and Checkers to maintain circulation for these businesses. Three of four existing accesses to development from 62nd Avenue North and Dr. MLK Jr Street North to Rutland Plaza will remain and the pavement will be reconstructed. Sidewalk will be constructed to 6-foot width to align with Complete Streets policy for 62nd Avenue North. 4.2. Minimum Qualifications The Bidder is hereby advised that the City will only accept bids from qualified Contractors who have successfully completed a minimum of three (3) projects in the five (5) years preceding the advertisement for this Solicitation, and whose project superintendent has also successfully completed a minimum of three (3) projects in the five (5) years preceding the advertisement for this Solicitation, in which each of the projects meet or exceed the following qualification requirements: SBE Goal: 17% Two (2) projects must include: Asphalt pavement construction Concrete pavement construction One (1) project must include: Construction of similar size and scope for a government agency Each of the three (3) projects must have a construction and/or renovation value in excess of $250,000 Have the ability to obtain the minimum insurance requirements set for in the agreement. Bidder must be able to obtain a Public Construction Bond for the Project upon award. 4.3. Maximum Contract Completion Time Contractor shall commence the Work within ten (10) calendar days after the City issues the Notice to Proceed. After issuance of the Notice to Proceed, the Contractor shall: Reach Substantial Completion of all Work within one-hundred and eighty (180) calendar days, and Reach Final Completion within thirty (30) calendar days after the City's delivery of the punch list. 4.4. City's Responsibilties At a minimum, City shall provide and meet the following responsibilities: City shall provide a point of contact (City Project Manager) to administer the Agreement. City Project Manager shall assist with planning, strategy, and objectives prior to performance of the Work. City Project Manager shall promptly respond to issues and inquiries so as not to hinder the progress, completion, or compensation for the Work.
