Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services to support inspection, assessment, engineering, and design services for water tank structures at U.S. Navy, Department of Defense (DoD), and other government installations worldwide. The contract includes services such as pre-bid water tank inspections in accordance with American Water Works Association (AWWA) standards, engineering analysis of existing conditions, comparison with previous inspection reports, structural calculations, failure analysis, forensic engineering, documentation of findings, cost estimates, and preparation of bid documents and rehabilitation schedules. All assessments must be supervised by a registered professional engineer. Additional services may include construction contract drawings using CADD, specifications in SPECSINTACT, use of Unified Facilities Guide Specifications (UFGS), bid analyses, post-construction award services, engineering report and submittal review, database population, seismic vulnerability assessments, retrofit scheme development, and training related to water tank inspection procedures. Diving inspections, when required, must comply with U.S. Army Corps of Engineers Safety and Health Requirements Manual EM-385-1-1. Water tank facilities include standpipes, reservoirs, elevated tanks, underground storage, and similar structures used for potable or non-potable water storage or fire protection. Materials may include fiberglass, steel, or concrete. Dams or structures impeding water flow are excluded. The contract will be awarded to a small business under NAICS Code 541330, with a total fee not to exceed $6,000,000 over a one-year base period and four one-year option periods. The guaranteed minimum is $10,000. Firm-fixed-price task orders will be negotiated with no dollar limit per task order or per year. Work will be performed at the Sensitive But Unclassified level, and U.S. citizenship is required for site access. Location: Worldwide (CONUS and OCONUS). CONUS includes Northeast, Southeast, Mid-Atlantic, Northwest, Southwest, Gulf Coast, and Great Lakes regions. OCONUS includes all areas outside the continental United States. The Method of Contractor Selection has not been determined at this Time.
