Site work and paving for a mixed-use development in Frederic, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The project estimated cost is between $3M and $4M. The Project includes the following Work: 1. Partial reconstruction of Wisconsin Avenue from Linden Street to Oak Street, and again from Elm Street to a point roughly 250' north of the intersection with Cedar Street. Project centerline length is approximately 1,950 linear feet. Partial reconstruction areas include but are not limited to: a. Replacement of existing watermain, hydrants, valves, and services b. Replacement of stormwater inlets and manholes. c. Replacement of existing curb and gutter and associated pavement patching. d. Replacement of existing concrete sidewalks and ADA curb ramps e. Replacement of existing parking lane: removal of existing pavement and base and placement of base aggregate dense, and HMA pavement. 2. Full reconstruction of Wisconsin Avenue from Oak Street to Elm Street. Centerline length is approximately 450 linear feet. Reconstruction area includes but is not limited to: a. Replacement of existing watermain, hydrants, valves, and services b. Replacement of stormwater inlets, pipes, and manholes. c. Replacement of existing curb and gutter d. Replacement of existing concrete sidewalks and ADA curb ramps e. Replacement of existing roadway: removal of existing pavement and base and placement of base aggregate dense, and HMA pavement. 3. Reconstruction of Wisconsin Avenue roadway lighting system from Industrial Way to a point approximately 500 feet north of Cedar Street, centerline length of approximately 5,100 LF. Additional Description: The anticipated substantial completion date is 8/29/2025 and final completion date is 9/30/2025. Instructions to Bidders. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages. No bidder may withdraw their bid within 60 days after the actual date of the opening thereof. The minimum wages to be paid on the project shall be in accordance with the wage rate scale established by Federal Davis Bacon Wage Rates. Federal wage rates can be found at online. Be aware that project Administrators, Bidders, and Contractors are required to use the latest federal wage rate available at the time of bid opening. This project anticipates the use of Community Development Block Grant (CDBG) Funding. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. This project anticipates use of Wisconsin DNR Safe Drinking Water Loan Program funding. We encourage Disadvantaged Business Enterprises (DBEs), including Minority-owned Business Enterprises (MBEs), Women's Business Enterprises (WBEs), and Small Businesses in Rural Areas (SBRAs) to submit bid proposals. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontracts, are required to make a good faith effort to achieve a combined minimum goal of 15% participation for MBE/WBE utilization in accordance with s.NR 162.09(3), s.NR 166.12(4), and s.NR 167.18(4) Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. The Contractor shall conform to the "Use of American Iron and Steel" provision of H.R. 3547 Consolidated Appropriations Act, 2014, section 436, including all iron and steel products used in the project. Bid Proposals may be denied if the requirements of this section are not met and waivers are required. EPA guidance for the use of American Iron and Steel (AIS) can be found at online. This project anticipates use of funds related to the Bipartisan Infrastructure Law (BIL). The Contractor shall conform to the statutory requirements known as "Build America, Buy America" which applies to all of the iron, steel, manufactured products, and construction materials used in the project. Bid Proposals may be denied if the requirements of this section are not met and waivers are required. Owner reserves the right to waive any informalities or to reject any or all bids.
