Project name: CSO Facilities Improvements at Oakwood & Leib Project owner: Great Lakes Water Authority Project location: Oakwood CSO: 12220 Pleasant St., Detroit, MI 48217 & Leib CSO: 2188 Mt Elliott St., Detroit, MI 48207 Contract number: REQ-0002364 Project highlights: Perform improvements to the Oakwood CSO Retention Treatment Basin (RTB) and Pump Station (PS) and the Leib CSO Screening Disinfection Facility (SDF). Project description: The Great Lakes Water Authority (GLWA) requests bids from construction companies ("Contractor") to perform the improvements to the Oakwood CSO Retention Treatment Basin (RTB) and Pump Station (PS) and the Leib CSO Screening and Disinfection Facility (SDF) per the Specifications and Drawings. The Oakwood RTB & PS site is located at 12082 Pleasant St. in the City of Detroit and the Leib SDF site is located at 2188 Mt Elliot St. in the City of Detroit. 1. Oakwood CSO Retention Treatment Basin (RTB) and Pump Station - Contractor shall: a. Install Flow-paced and TRC-paced chemical feed control system. b. Replace existing chemical feed pumps and piping. c. Replace existing sodium hypochlorite storage tanks. d. Removal, modification at pump manufacturer's factory, factory testing, shipment back to site re-installation, and field testing of existing storm pumps to improve reliability. e. Complete modifications to storm pumps and sanitary pumps distributed control system programming. f. Replace the existing Doppler flow meters on the storm pump discharge pipes. g. Replace influent sampling system, and addition of pre-treatment and basin TRC sampling systems. h. Complete improvements to screw conveyor drainage. i. Complete modifications to the CSO Basin flushing valves and addition of basin drain sump mixing and flushing systems. j. Perform site improvements including improved drainage, onsite access roads and sidewalk repair. k. Elimination of cast-in-place stairs in sanitary wet well influent channels. l. I&C and electrical improvements needed to support process improvements. 2. Leib CSO Screening and Disinfection Facility (SDF: a. Install Flow-paced and TRC-paced chemical feed control system. b. Replace existing chemical feed pumps and piping. c. Replace existing sodium hypochlorite storage tanks. d. Replace existing effluent sampling system. e. Removal of chlorination mixers downstream of screens and replacement with chemical feed drop pipes in screen outlet channels. f. Improvements to screening chamber flushing system. g. HVAC and architectural improvements needed to comply with code requirements. h. Replacement of COPA(R) screens with new ROMAG screens and rehabilitation of existing ROMAG screens. i. Site improvements including alternate site access drive/gate. j. Improvements to additional process cameras and security system. k. I&C and electrical improvements needed to support process improvements. Special instructions: Proposals will only be accepted by Great Lakes Water Authority (GLWA) from firms or project teams demonstrating the following minimum qualifications: 1. Contractor, Subcontractors, and their Key Personnel (Project Managers and Superintendents) shall have completed a minimum of two (2) successful improvement / rehabilitation projects of existing, operating CSO treatment facilities, water resource recovery facilities, or water treatment plants of similar size and scope to this project in the last fifteen (15) years. These projects of similar size and scope shall demonstrate an ability to complete the following key elements of the project: (a) Installation of new or rehabilitation of existing screens (prefer in existing screen structure) (b) Installation of chemical feed and storage system in existing chemical room/facility (c) Replacement or modification of existing pumps integral to the main process train (d) Maintenance of facility operation throughout the construction duration 2. Contractor and subcontractor key personnel shall have a minimum of ten (10) years of experience performing similar duties on construction projects of similar size as this project 3. The Progress Schedule Preparer shall have no less than ten (10) years of experience using the scheduling software required on construction projects of similar size of this project. 4. The required B.I.D. Program documents shall be submitted is as follows: (a) Diversity Plan -Interested vendors shall submit an executive summary detailing key points of its diversity plan in no more than three (3) pages at an 11-point font size. The executive summary must specify vendor's method for maximizing opportunities for inclusion and diversity participation for this solicitation.
