Demolition, site work, paving and new construction of a civil project in Albany, New York. Completed plans call for site work for a road / highway; for paving for a road / highway; for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; bridge / tunnel; and bridge / tunnel.
This contract has an estimated value of $750 - 900 million. The I-81 Viaduct Project - Phase 2, Contract 6, continues construction of the Community Grid Alternative by reconstructing approximately 1.3 miles of I-690 from Leavenworth Avenue to Irving Avenue including reconstruction of the West Street/West Genesee Street interchange (existing exit 11/12), reconstruction of the I-690/I-81 interchange to become the I-690/Proposed Business Loop 81 (BL 81) interchange, removal of the Townsend Street/McBride Street partial interchange, and construction of the Irving Avenue components of the Irving Avenue/Crouse Avenue interchange. The work envisioned for this project will: Reconstruct the existing I-690 interchange with West Street and West Genesee Street including: Replace the existing, free-flow interchange with a new signalized interchange. Demolish the existing ramp connecting Franklin Street and Butternut Street to West Street southbound. Demolish the existing ramp connecting I-690 westbound to West Street southbound. Demolish the existing ramp from I-690 eastbound to West Genesee Street and southbound West Street. Demolish the existing ramps connecting West Street northbound to Herald Place, I-690 westbound, and I-690 eastbound. Demolish the existing West Street northbound and southbound bridges over West Genesee Street and replace the existing grade-separated crossings with an at-grade, signalized intersection. Demolish the existing ramp connection from Tracy Street to West Street southbound. Reconstruct West Street from the Erie Boulevard bridge over West Street to West Genesee Street including reconstruction of the West Street northbound ramps to and from Erie Boulevard; construction of a new West Street southbound intersection with Park Ave; construction of a new West Street southbound ramp connection to Tracy Street; and construction of a new at-grade, signalized intersection with West Genesee Street. Reconstruct West Street from West Genesee Street to I-690 including construction of a new West Street northbound ramp to I-690 eastbound, West Street northbound ramp connection to I-690 westbound, I-690 eastbound ramp to West Street southbound, and I-690 westbound ramp connection to West Street southbound. Reconstruct and widen West Genesee Street from Plum Street to Wallace Street with two (2) travel lanes in each direction, left turn lane onto West Street, a center median, new and replacement traffic signals and sidewalks. Construct multiple multiuse trails along Onondaga Creek between Erie Blvd and Evans Street. Construct a sidewalk along the east and west sides of West Street from Park Street to West Genesee Street. Construct the West Street and Genesee Street Gateway by incorporating pedestrian, bicycle, visual and landscape features and connectivity into the design of the at-grade West Street/Genesee Street intersection. Reconstruct the existing I-690/I-81 interchange to become the I-690/Proposed BL 81 interchange including: Reconstruct and reconfigure the interchange to accommodate removal of the existing I-81 viaduct to the south, the conversion of I-81 to BL 81, and other ramp and access modifications adjacent to the interchange area. The portion of proposed Bl 81 (former I-81) north of the interchange will be reconstructed under a separate project, I-81 Phase 2, PIN 350196, design and construction coordination will be required between the two (2) contracts. Demolish the existing ramps from I-81 northbound to I-690 eastbound and westbound. Demolish the existing ramp from I-81 southbound to I-690 eastbound. Demolish the existing ramp from I-690 eastbound to I-81 southbound. Demolish the existing ramps from I-690 westbound to I-81 northbound and southbound. Construct a new ramp from BL 81 southbound to I-690 eastbound. Construct a new ramp from I-690 westbound to BL 81 northbound. Reconstruct the proposed BL 81 (former I-81) Interchange 19 with Clinton Street/Salina Street and Interchange 20 with Franklin Street/West Street/Butternut Street including: Reconstruct and reconfigure existing partial Interchanges 19 and 20 into a single interchange. Demolish the existing ramps from I-81 southbound to Clinton Street/Salina Street and to Franklin Street/West Street/Butternut Street. Construct a new combined ramp from BL 81 southbound to Clinton Street and Oswego Boulevard. Construct Oswego Boulevard from the BL 81 southbound ramp to Erie Boulevard with at grade intersections with East Willow Street, James Street and Erie Boulevard. Construct the BL 81 northbound on ramp and local street connection along Pearl Street northbound from Erie Boulevard to BL 81 with intersections at Erie Boulevard, James Street and East Willow Street. Reconstruct the existing loop ramp from Pearl Street southbound to BL 81 northbound. Extend North Clinton Street to Butternut Street. Reconstruct Websters Landing and portions of Evans Street. Existing I-690 Interchange with Townsend Street and McBride Street: Remove and replace the existing partial interchange with a full interchange at Irving and Crouse Avenues. Demolish the existing ramp from I-690 westbound to Townsend Street. Demolish the existing ramp from McBride Street to I-690 eastbound. Complete the construction of a full interchange at Irving and Crouse Avenues: Construct a new ramp from I-690 eastbound to Irving Avenue southbound with a new at-grade intersection at the Irving Avenue intersection with Erie Boulevard. Construct a new ramp from Irving Avenue northbound to I-690 westbound. Construct a westbound service road along the north side of I-690 between Crouse and Irving Avenues to connect the I-690 westbound off ramp at Crouse Avenue to the I-690 westbound on ramp at Irving Avenue. Construct the new storm water drainage system from West Street to Onondaga Creek. The RFQ will establish the prequalification process for the firms seeking to be shortlisted as proposers and will provide full details of the Statement of Qualifications (SOQ) required from interested firms. Subject to the requirements and limitations set forth in the Stipend Agreement, to be included in the RFP, the Department anticipates paying a stipend to each stipend-eligible Proposer who submits a Proposal in response to the RFP as compensation for its work product. The stipend will be an amount equal to 50% of the Proposer's total qualified costs up to a maximum anticipated amount of $1,800,000. The Department reserves the sole right, without incurring any liability, to change any aspect of the proposed procurement described above, including the right to not proceed with the procurement and/or right to proceed in a different manner or on a different timeline than as described above.
