Site work and new construction of a mixed-use development in Portland, Oregon. Completed plans call for the construction of a 170,000-square-foot, seven-story above grade educational facility; and for site work for a educational facility.
The total project budget is $85,000,000 (which includes a combined owner/design/construction contingency of 10%). It is estimated that the total for direct and indirect construction costs will equal approximately $60 Million and within this amount it is anticipated that the construction hard costs should be in the $50 to $55 Million cost range.. INTRODUCTION Land Acknowledgement: Portland State University is sited on lands known today as Portland, Oregon. This is the traditional and ancestral homeland of the aboriginal people who have lived here since time immemorial. Acknowledging the original caretakers of this place enables us to recognize that we are here because of the lives lost and sacrifices forced upon them. In remembering our Indigenous communities, we honor the enduring relationship that exists between Indigenous Peoples and their traditional territories as well as the legacies of their ancestors who made their homes along the Columbia River. Today, people from the Chinook-speaking Multnomah, Cascades/Watlala, and the Clackamas, along with the Molalla, the Kalapuya and the Tumwater, have become part of the great confederations we now recognize as the Confederated Tribes of Grand Ronde and the Confederated Tribes of Siletz Indians. Project: PSU is proposing to construct a new housing building as set forth in this RFP (the "Project"). The proposed new building will be located on the site of the current Montgomery and Blackstone Buildings which will be demolished prior to construction. The new building is envisioned as an up to seven-story building with up to approximately 170,000 gross square footage. The new building will serve primarily as student housing for PSU students comprising primarily double occupancy student rooms with the first floor being a mixture of common space, classrooms, building amenities and utility rooms. PSU is not tied to any one building construction type but has done preliminary exploration of a five over two building structure with two levels of structural concrete with five levels of wood framing. The project will consist of two major components. The first will be the demolition of the existing Montgomery Building, Blackstone Building, and Montgomery Bike Garage. PSU is asking for a breakout cost as a part of this proposal for the general conditions and design assistance fees associated with this demolition scope. PSU may elect to perform the demolition scope as a separate project managed directly by PSU. The second will be the construction of the new Housing Building on the same site. The demolition design will be designed and permitted separately from the new construction, but the demo is planned to take place starting July 2026 and the new construction to begin immediately after demo is complete.
