A timeline for the award has not yet been established.** The GRDA Markham Ferry Hydroelectric Facility has four vertical Kaplan units with Alstom TSLG speed regulators. Each of the four generators is rated 30MVA, 13.8kV, 90 RPM. This specification is to upgrade the Alstom TSLG speed regulator for each unit with a new turbine governor controller. The existing Alstom TSLG speed regulator and GE human-machine interface (HMI) in each Unit Cabinet (U1-CAB-001 to U4-CAB-001) shall be replaced with a new controller in the same panel. The new controllers shall provide wicket gate and blade control including off-line speed control, on-line load control, and frequency response. The existing speed regulators have network and hardwired interfaces to the existing unit control system. The new controllers shall have a similar network and hardwired interfaces as described in this specification. The Bidder shall include in the Proposal a bid sheet with cost to demolish the existing speed regulator, and furnish, install, wire, and commission the new turbine controls, including modification of the existing control system to interface and incorporate the new system. The Bidder shall include in the Proposal a separate bid sheet with cost to furnish and commission the new turbine controls, including modification of the existing control system to interface and incorporate the new system. For this optional scope, existing speed regulator demo and new controller installation and wiring will be performed by the GRDA. The Bidder shall include in the Proposal a description of the proposed governor control upgrade including a list of new equipment and other devices that will be furnished. The Bidder shall include in the Proposal an equipment access schedule so that GRDA can determine operational / outage impacts and plan accordingly. The Bidder shall include in the Proposal a separate line item to provide detailed design modifications required to field wiring for other interfaces with the new controller. The Contractor shall be responsible for new controller testing, startup, and commissioning. The Contractor shall be responsible for NERC model testing / validation and required reporting to GRDA. The Contractor shall provide operations, maintenance, and programming training for the new controllers. Questions regarding this RFP must be submitted electronically via Bid Express on or before Tuesday, July 1, 2025 at 3:00pm Central Time. No questions may be submitted orally, fax, phone, or email. GRDA may reject any bid that GRDA considers to be incomplete, improper, or non-responsive, in GRDA's sole discretion. This may include, but is not limited to, Bids in which the Bidder submits another form of Contract in lieu of the attached Contract. Bids will become the property of GRDA upon submission. Exceptions taken to the Contract terms and/or Bidding Documents may be cause for rejection of a Bid.
