The Seminole County Public Works Department is seeking the support of a Consultant for a wide range of engineering, technical, management, and administrative services related to projects and programs funded by the County's Infrastructure Sales Tax Program. The Consultant may utilize sub-consultants. The Consultant shall function as an extension of the Seminole County Public Works Department by providing qualified technical and professional personnel to perform the duties and responsibilities assigne under this Contract for General Engineering Consultant (GEC) Services. The Seminole County Public Works Department shall request Consultant services on an as needed basis. There is no guarantee that any or all the services described in the following Scope of Services will be assigned during the term of this Agreement. Further, the Consultants are providing these services on a nonexclusive basis. The Seminole County Public Works Department, at its option, may elect to have any of the services set forth herein performed by Consultants through other Agreements or by Seminole County Public Works Department Staff. As part of this Agreement, Seminole County may request that the Consultant provide temporary onsite with the option to also work offsite - program management GEC Staff services on a part-time or full-time basis. If this is requested, Seminole County will provide office space including telephone and computer equipment for onsite GEC Consultant Staff only. The County will be seeking two billing multipliers under this Agreement: one for the onsite GEC Consultant Staff and one for the offsite GEC Consultant Staff. Except as provided for in this Agreement, it shall be deemed a conflict of interest for the Consultant to bid for, contract or otherwise provide services to the County on any future Agreement for other services related to the Capital Improvement Project program for which the Consultant provides services under this Agreement. These services shall include, but are not limited to, construction engineering inspection, planning, design, environmental, construction, structural, program management, contract management, asset management, public involvement, grant assistance, surveying, right-of-way, maintenance, traffic engineering, stormwater/water quality, architectural, geotechnical services. There will not be a Pre-Proposal Conference for this solicitation. Question Deadline 03/09/2025 at 5:00 PM ET All Proposers should carefully examine the PS documents. Any ambiguities or inconsistencies shall be brought to the attention of PCD Contact Person in writing via electronically. If the Q&A deadline has passed, a Proposer may contact the COUNTY directly if necessary at rbradley02@seminolecountyfl.gov. Question Response Deadline: March 12, 2025, 5:00pm. By submission of a proposal, Proposer acknowledges that they have carefully examined the Request for Professional Services documents and agrees to furnish the services specified in the solicitation as proposed. Proposers agree that their proposal will remain firm for a period of up to one hundred twenty (120) days to allow the County adequate time to evaluate the submittals. The COUNTY reserves the right to reject the proposal of any Proposer who has failed to perform, in a timely manner, the scope of services of a previously awarded agreement. The COUNTY reserves the right to inspect all facilities of Proposers in order to make a determination as to the available resources to perform properly under this award. The COUNTY reserves the right to waive any irregularities, informalities, and technicalities and may, at its discretion, issue a re-procurement. More than one (1) proposal from an individual, firm, partnership, corporation, or association under the same or different names will not be considered. Reasonable grounds for believing that a Proposer is involved in more than one proposal submittal will be cause for rejection of all proposals in which such Proposers are believed to be involved. Any or all proposals will be rejected if there is reason to believe that collusion exists between Proposers. The method of Contractor Selection has not been Determined at this time.
