The Vasari Community Development District is a special purpose unit of local government established under Chapter 190, Florida Statutes, for the purpose of financing, acquiring,constructing, installing, operating and maintaining community infrastructure improvements for thecommunity of Vasari Country Club. To be eligible to submit a bid, and in addition to any other requirements set forth in the Invitation toBid, an interested firm must hold all required local, state and federal licenses in good standing andbe authorized to do business in Lee County and the State of Florida. TIME IS OF THE ESSENCEWITH RESPECT TO THE PROJECT. It is the bidders responsibility to check the above One Drive site, for final documents andaddendum prior to submittal. The District reserves the right in its sole discretion to makechanges to the Bid Documents up until the time of the bid opening, and to provide notice of suchchanges only to those proposers who have indicated their intent to bid. The Bid Documents consisting of the specifications, terms, conditions, general instructions,bid submission documents and other relevant materials is now available and may be obtainedat the following One Drive site: Vasari CDD Lake 24 Lake Bank Erosion Repairs To access the One Drive folder use this URL: Vasari CDD Lake 24 - Lake Bank ErosionRepairs - 2025 All contractor Requests for Information (RFI) must be submitted on or before March 6, 2025, at2:00 PM, local time to W. Terry Cole, P.E., at Bowman Consulting Group Ltd., Naples,Florida (239) 254- 2000 or tcole@bowman.com. The Engineer will not respond to RFIssubmitted after that date and time. Depending upon the nature of the information requested,an addendum may or may not be requested. Sealed envelopes containing bids will be accepted at Bowman Consulting Group Ltd. officeuntil the following submittal deadline and shall be marked or endorsed Vasari CommunityDevelopment District Lake 24 Lake Bank Erosion Repairs. Bids delivered after the submittal deadline indicated below will not be opened or otherwiseconsidered. Please note that facsimile, email or bids not enclosed in a sealed envelope and notmade on the Proposal Form included in the Contract Documents will not be opened orconsidered. Any uncertainty regarding the time a bid is received will be resolved against the bidder. Each proposal bid shall be accompanied by a certified check or Bid Bond in an amount not less thanfive (5) percent of the maximum Base Bid amount to be retained as liquidated damages in the eventthe successful Bidder fails to execute the Agreement and file the required bonds and insurancewithin 15 days after his proposal is accepted. Each bid shall be submitted in duplicate originals inone sealed envelope with the name and address of the bidder and the bid date and time on the outside along with the following information: VASARI COMMUNITY DEVELOPMENT DISTRICT LAKE 24 LAKE BANK EROSION REPAIRS The successful Bidder will be required to furnish and pay for a Certificate of Insurance, a Performance and Payment Bond for one hundred percent (100%) of the value of the contract (asdescribed in the Bid Documents), with a surety acceptable to the District, and in accordance withSection 255.05, Florida Statutes, and otherwise meet the other requirements set forth in the ContractDocuments. All bid bonds, contract bonds, insurance contracts and Certificates of Insurance shallbe either executed by or counter signed by a licensed resident agent of the surety or insurancecompany having his place of business in the State of Florida, and in all ways complying with the insurance laws of the State of Florida. Further, the said surety or insurance company shall be dulylicensed and qualified to do business in the State of Florida. In order to perform public work, the successful Bidder shall, as applicable, hold or obtain such Contractors' and Business Licenses as required by State and local laws. All bidders must have demonstrated recent experience on similar projects. The Bidder shall berequired to submit detailed project experience information with the bid. Failure to comply with theminimum required experience and staffing may result in disqualification of the bid. Before a Contract will be awarded for the Work, the DISTRICT will conduct such investigation as is necessary to determine the performance record and ability of any Bidder to perform the work specified under this Contract. Bids will be evaluated in accordance with the criteria included in the bid documents. The Districtreserves the right to reject any and all proposals, make modifications to the work, award thecontract in whole or in part with or without cause, and waive minor or technical irregularities inany proposal, as it deems appropriate, and if the District determines in its discretion that it is in the Districts best interests to do so. Any protest of the bid documents, including, but not limitedto the terms and specifications, must be filed with the District on or before April 7, 2025,together with a protest bond in a form acceptable to the District and in the amount of $50,000. Inthe event the protest is successful, the protest bond shall be refunded to the protestor. In the eventthe protest is unsuccessful, the protest bond shall be applied towards the Districts costs,expenses and attorneys fees associated with hearing and defending the protest. Failure to timelyfile a protest, or failure to timely post a protest bond, will result in a waiver of proceedings underChapter 190, Florida Statutes, and other law. Additional requirements for filing a protest can befound in the Districts Rules of Procedure, if any, which are available upon request. The successful bidder will be required to fully complete all work within the specified time from andincluding the date to start work established in a written Notice to Proceed from the DISTRICT. The right is reserved to reject any and all Proposals or any proposal not in compliance with theContract Documents and the Districts rules, and to postpone the award of the Contract for a periodof time, which, however, shall not extend beyond 90 days from the bid opening date. Any person requiring special accommodations at this meeting because of a disability or physical impairment should contact the District Office at (877) 276-0889 at least two calendar days prior to the meeting. Each person who decides to appeal any action taken at this meeting is advised that person willneed a record of the proceedings and that accordingly, the person may need to ensure that averbatim record of the proceedings is made, including the testimony and evidence upon whichsuch appeal is to be based.
