Camden County Municipal Utilities Authority of Camden, New Jersey is requesting proposals for RFP #2025-03 for Annual General Engineering and Design Services for CCMUA's Regional Water Recourse Recovery Facility (WRRF). CCMUA is interested in engaging the services of a qualified and experienced consulting firm(s) to work for or on behalf of the CCMUA in providing general professional engineering services. The consultant firm shall provide these services to assist in the performance of CCMUA's environmental mission. Consultant firm shall provide all professional, technical, clerical, subcontractors, or subconsultants necessary to perform the tasks assigned. Consultant firm shall provide qualified technical and professional personnel to perform the duties and responsibilities assigned under the terms of this agreement, in a professional, timely, and expeditious manner. The consulting firm should demonstrate local and regional knowledge. Experience with a wastewater facility of 50 MGD and greater is required. CCMUA will authorize the performance of each service task as listed in the scope of services. There is no guarantee that any or all services described in this RFP will be assigned during the term of the agreement. In addition, CCMUA may elect to expand, reduce, or delete the extent of each work element described in this scope of services document, as necessary. For purposes of this solicitation, the Camden County Municipal Utility Authorities may be referred to interchangeably as Owner, CCMUA, or Agency and the terms design entity, bidder, contractor, offeror, proposer, respondent, submitter, and vendor are used interchangeably and mean a person(s) or firm(s) submitting a response. Any proposal or modification to a proposal received after the due date will not be considered and will be deemed non-responsive. Bidder is responsible for all costs and expenses of bid preparation. Bidders are advised that their bid may be subject to full public disclosure. Proposers are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) and N.J.S.A. 10:5-31. The proposal is being solicited through the "Fair and Open Process" provided by N.J.S.A. 1944a-20.4 et seq. Proposers are required to comply with the requirements of P.L. 1999, c. 238 (N.J.S.A. 34:11-56.48 to 57), where applicable. This Request For Proposals (RFP) does not constitute a bid and is intended solely to obtain competitive proposals from which the CCMUA may choose consultants(s) that best meet(s) its needs. It is the intent of the CCMUA that no statutory, regulatory, or common law bidding requirement apply to this Request For Proposals. The CCMUA intends to award any contract(s) for these services pursuant to N.J.S.A. 40A:11- 5(1)(a)(i). The Authority reserves the right to modify the Procurement Schedule. Changes will be posted as Addenda. The method of Contractor Selection has not been Determined at this time.
