Annual General Engineering and Design Services for CCMUA's Regional Sanitary Sewer Interceptor System The CCMUA operates a 135-mile-long regional sewer system, 27 sewage pumping stations and 16 metering stations. It is a requirement for a sewer authority to hire a professional engineer (PE) for general engineering services related to management of the collection system. The CCMUA desires to procure an experienced, qualified consulting engineer, knowledgeable about interceptor systems and large pumping stations like the CCMUA's, to provide general consulting engineering services and design services on an as-need basis. Tasks will be assigned to the general consulting engineer, with each individual subtask budget to be negotiated separately, on an as-needed basis. The specific extent and character of the engineering services to be performed shall be subject to the control and approval of the Executive Director. The following Scope of Services describes the specific tasks to be performed by the Consultant. If the Consultant believes that the project can be enhanced in any way by the addition of other tasks, such information should be included in the proposal. All activities are on an as-needed basis. The CCMUA intends to award a general engineering consulting services contract through this RFP to perform the following scope of work: 1. Perform design services for projects related to the CCMUA's interceptor, pumping station and metering station capital improvements list including: - Preparation of design/planning studies - Preparation of biddable plans and specifications - Engineers cost estimates - Preparation of SRF Funding documents 2. Preparation of required permit applications for projects including NJDEP permits, local approvals, etc., and follow through, as necessary, to ensure an issuance of same. 3. Preparation of an annual renewal and replacement report detailing the project capital improvement needs for the upcoming year. 4. Review of collection system performance and provision of recommendations for improvements, as needed. 5. Completion of any outstanding design projects initiated during previous contract. Proposers are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27) and N.J.S.A. 10:5-31. The proposal is being solicited through the "Fair and Open Process" provided by N.J.S.A. 1944a-20.4 et seq. Proposers are required to comply with the requirements of P.L. 1999, c. 238 (N.J.S.A. 34:11-56.48 to 57), where applicable. This Request For Proposals (RFP) does not constitute a bid and is intended solely to obtain competitive proposals from which the CCMUA may choose consultants(s) that best meet(s) its needs. It is the intent of the CCMUA that no statutory, regulatory, or common law bidding requirement apply to this Request For Proposals. The CCMUA intends to award any contract(s) for these services pursuant to N.J.S.A. 40A:11- 5(1)(a)(i). The CCMUA reserves the right to reject any and all proposals received by reason of this Request for Proposals. The Authority reserves the right to modify the Procurement Schedule. Changes will be posted as Addenda. The method of Contractor Selection has not been Determined at this time.
