Summary Professional Park Conceptual Design and Outreach Services For Cavanaugh Park The City of Lake Forest ("City") is seeking quotes from qualified professional design consulting services ("Consultant" or "Proposers") to provide Professional Park Outreach and Conceptual Design Services for the Rehabilitation Project of Cavanaugh Park (the "Project" or "Scope of Services"). The City has a tentative budget of $250,000 set aside to cover the costs of construction activities identified by the designer. The City does not have a Parks Master Plan with park priorities from which to provide a framework for decision-makers in prioritizing and planning this park rehabilitation project. Therefore, this project requires community outreach efforts. Scope of Services components include: Review of previous outreach records related to Cavanaugh Park and proposed I-5 freeway expansion plans that may impact the footprint of the park. Review existing park components (playground area, "hill" area, flat open space, etc.) described in the attached asset inventory sheet (Attachment E) and conduct in-person field observations to confirm listed assets. Outreach to nearby residents and the City at large to determine if increasing the intensity of park use is desirable. Preliminary conceptual design that incorporates input received from the community. Scope of Work or Project Details The City is seeking quotes from qualified professional design consulting services Consultant to provide Professional Park Outreach and Conceptual Design Services for the Rehabilitation Project of Cavanaugh Park. The City has tentatively budgeted $250,000 for the rehabilitation of this park. However, this budget may be adjusted based on the findings of the consultant during the outreach process. The primary focus of this project is to determine the level of use this park should host based on community input. Once that is determined through community outreach, consultant must create a Conceptual Design for the park. The City does not have a parks master plan with park priorities from which to provide a framework for decision makers in prioritizing and planning these park rehabilitation projects. Therefore, the project includes community outreach efforts. As part of the project, Consultant must thoroughly assess the following records that will be provided to them by the City. A, Documentation of historical outreach efforts related to Cavanaugh Park and the surrounding residential area (Attachment B). B. Proposed plans to expand the I-5 freeway and potential land changes that would impact Cavanaugh Park as a result (Attachment C). C. Inventory of existing park assets (Attachment E), The City desires to retain an experienced team with prior park design experience for the community outreach and community needs assessment, and preliminary design drawing phases of the Cavanaugh Park project. The Consultant shall assemble a team to provide all key services related to the necessary architecture and engineering to produce a preliminary design drawing for Cavanaugh Park rehabilitation based on public outreach. The City anticipates that such a design team may include, but is not limited to, specialists in the following fields: Park Design Landscape Architecture Civil Engineering Geotechnical Engineering Mechanical, Electrical, and Plumbing Engineering Utility Coordination Environmental Consulting Cost Estimating The City expects the project to be completed in a timely manner. The City is expecting conceptual design plans and specifications to be completed within nine (9) months of the contract award. The Consultant is expected to establish and maintain a close working relationship with City staff throughout each phase of the project. Services and deliverables shall include, but are not limited to, the following: Assessment of Previous Outreach Records and Potential I-5 Freeway Changes Thorough assessment of previous outreach efforts conducted by the City in 2023. The final report for that outreach effort is included as Attachment B to this document. Thorough assessment of proposed I-5 Freeway modifications that may impact the physical space available at Cavanaugh Park in the future. The conceptual and subsequent park designs must take potential lands changes to Cavanaugh Park related to I-5 Freeway changes into account. Information on the potential changes to the I-5 Freeway are provided as Attachment C to this document. Community Outreach & Needs Assessment The Consultant shall outline and implement a comprehensive strategy for engaging residents and key stakeholders of Cavanaugh Park in the development of rehabilitation efforts. Activities should include at least one (1) weekend public meeting/workshop conducted by the Consultant at Cavanaugh Park, one (1) public weekday meeting to be held at City Hall, stakeholder interviews, one outreach flyer mailed to at least 225 addresses, and other effective outreach methods. Printing and mailing costs are the responsibility of the Consultant. Utilizing the City's Public Input survey software tool, the City will construct and administer a comprehensive online survey on behalf of the Consultant. Results of this City-administered survey will be shared with the Consultant. Conceptual Design & Presentation Prepare three (3) alternative Conceptual Designs and construction cost estimates for the rehabilitation work. Each Conceptual Design should incorporate the following basic improvements at a minimum: Redesign of southwest section of park to include a new playground area to accommodate children up to five (5) years old. New playground design may include an expanded playground footprint. Redesign of basketball court area to accommodate new playground design with potentially larger footprint. Redesign of landscaping, landscape grading, and other natural features in southwest portion of park to "open up" the area and encourage pedestrian flow. Grade leveling, tree removal, and tree replacement of elevated area from Duryea Drive northwest to Red Robin Way (see Attachment D). Each Conceptual Design should reflect the results of the community outreach conducted. Conceptual Designs should incorporate feedback provided by staff throughout the process. Conceptual Designs should also take into consideration the potential changes to the I-5 Freeway. Conceptual Design options should be produced on "cut sheets" that provide the adequate visualization needed for stakeholders and other laypersons to assess the impact of each of the three (3) Conceptual design options. Large-scale prints of each Conceptual Design are preferred but not required. Presentation of conceptual designs will require at least: One formal presentation to the Community Services Commission. A maximum of two presentations to the City Council. Each Conceptual Design must include a rough construction cost estimate. Consultant must be prepared to facilitate dialogue and feedback from stakeholders, the Community Services Commission, and the City Council during presentations of conceptual design options. Presentation to the City Council will reflect the ideal Conceptual Design option based on community outreach conducted, input received from the Community Services Commission, and guidance from staff. This final Conceptual Design should include a construction cost estimate. Initial presentation to the City Council may require Consultant to adjust final Conceptual Design and return to a subsequent City Council meeting with a refined Conceptual Design for consideration. All Conceptual Design plans must be submitted to staff for review at least seven (7) days before presentation to either the public via outreach events, the Community Services Commission, or the City Council. The Method of Contractor Selection has not been Determined at this time.
