Site work and paving for a mixed-use development in Easthampton, Massachusetts. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Town of Amherst invites sealed bids for the East Street Common water & sewer improvements and associated work. The Town of Amherst reserves the right to reject any and all bids in whole or in part, and to waive informalities, when at its sole discretion is deemed to be in the best interests of the Town and to the extent permitted by law. The Town of Amherst is an affirmative action/equal opportunity owner/purchaser and encourages the involvement of minority business enterprises and women's business enterprises. Bids are subject to CDBG requirements, M.G.L. c.30 39M and to minimum wage rates as required by M.G.L. c. l49 26 to 27H inclusive and federal Davis Bacon wage rates. The higher of the two (state and federal) rates shall apply. The work to be done under this bid shall consist of furnishing all labor, material, equipment and incidentals required to perform the following tasks: Abandonment of an existing 8" cast iron water main and re-connection/installation of approximately 450 feet of 1" copper tubing and 9 service connections to an existing 12" cast iron water main. Remove and dispose of 2 fire hydrants and install 2 new fire hydrants. Install two 12" by 6" tapping sleeve and valves. And one 12" by 8" tapping sleeve and valve. Abandonment of an existing 8-inch clay sewer main. Re-connection of 6 house services to an existing 16" AC sewer main. (See more detailed description of work under Section 3: Scope of Work, see also Plan Set.) Worker Documentation Certification: In accordance with Executive Order 481, the successful bidder, by virtue of submitting a bid and accepting award of a contract, certifies under the penalties of perjury that, as the Contractor, it shall not knowingly use undocumented workers in connection with the performance of this contract, and that, pursuant to federal requirements, it shall verify the immigration status of all workers assigned to such contract without engaging in unlawful discrimination; and that the it shall not knowingly or recklessly alter, falsify, or accept altered or falsified documents from any such worker(s); and that it understands and agrees that breach of any of these terms during the contract period may be regarded as a material breach, subjecting the Contractor to sanctions, including but not limited to monetary penalties, withholding of payments, and contract suspension or termination. MBE and WBE Participation: Prior to, and as a condition of, Contract approval, the successful general bidder must provide copies of all signed subcontracts with all subcontractors and purchase orders or invoices from material suppliers or manufacturers who are minority or female owned or identified as complying with Federal Section 3 requirements. Section 3 of the Housing and Urban Development Act of 1968 - Section 3 Plan Requirements - Contractors must submit evidence of their efforts to secure bids from low-income persons, or business concerns that provide economic opportunities to low-income persons, located in the Amherst area who are qualified to provide services on this project. Contractors are required to comply with the Equal Employment Opportunity (Executive Order 11246) requirements as specified in this document. Contractors are required to submit all questions seven (7) days before the scheduled bid opening date. Any questions received after this will not be considered for review. Contractors should email questions to the following email address cristoforis@amherstma.gov . In the email title it is requested that the IFB number be included for identification purposes. 2.2 Security deposits will be required in the form of a Bid Bond, certified check, or cashier's check, from a responsible bank, trust company, or insurance institution, in the amount of five percent (5%) of the total bid price, payable to the Town of Amherst. Should any bidder to whom an award is made fail to enter into a contract with the Town within ten (10) business days after the award is mailed to the bidder, or fail within such time to furnish a payment bond as required, the amount of the bid deposit so received from such bidder shall become the property of the Town as liquidated damages for such failure. Thereafter the Town may proceed to award the contract to the next responsible and responsive bidder. 2.3 The successful bidder will be required to furnish a payment bond in the amount of fifty percent (50%) of the contract award, not later than ten (10) working days after the award notification. Bonds will be for one (1) year and shall be renewed annually at the Contractor's expense. Goals for Minority and Female Participation - 10% Question Deadline 02/27/2025
