Site work and paving for a mixed-use development in Pittsburgh, Pennsylvania. Completed plans call for site work for a playground / park / athletic field; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

This project will be partially funded by a DCNR grant and as such will be subject to all DCNR guidelines for procurement during all phases of the project. Contractors must show a Good Faith Effort to meet DBE/SBE goals for procuring materials and labor; must follow DBD/SBE and Buy America requirements; and submit all required completed Forms as part of the Bid. Contractors shall note that bids may be rejected by DCNR solely for incorrectly following the DBE/SBE instructions. Contractors shall also note and strictly observe the DCNR Nondiscrimination/Sexual Harassment Clause during all phases of the project. SEWICKLEY BOROUGH BUILDING PARKING LOT IMPROVEMENTS BASE BID This project involves improvements at the Borough Building Parking Lot including demolition of existing parking lot, fine grading, installation of sidewalk, ADA ramps and parking space, curb, new pavement section, light pole foundations and stub conduit, rain garden and appurtenances, line striping, other site features, and all traffic control, site protection, resident notification, site cleanup, landscaping, and site restoration, complete in place. ALTERNATE NO. 1 - BITUMINOUS WEDGE CURB IN LIEU OF DEEPSET CURB Alternate No. 1 is for the add/deduct to install bituminous wedge curb in lieu of deepset concrete curb in specified locations on the site plan, complete in place. ADD ALTERNATE NO. 2 - INSTALLATION OF PARKING CANOPY Add Alternate No. 2 is for the purchase, fabrication, and installation of a steel parking canopy structure and an architectural glass screen wall, as shown on the plans, complete in place. ADD ALTERNATE NO. 3 - INSTALLATION OF PARKING CANOPY WITH ADDITIONAL SUPPORT COLUMNS Add Alternate No. 3 is for the purchase, fabrication, and installation of a steel parking canopy structure with additional support columns and an architectural glass screen wall, as shown on the plans, complete in place. ADD ALTERNATE NO. 4 - LANDSCAPING Add Alternate No. 4 is for the purchase and installation of all landscaping as shown on the site plans, complete in place. ADD ALTERNATE NO. 5 - MILL AND OVERLAY Add Alternate No. 5 is for the mill and overlay restoration of Borough Streets as shown on the site plans, complete in place. ADD ALTERNATE NO. 6 - WHEEL STOPS Add Alternate No. 6 is for the purchase and installation of concrete wheel stops as shown on the site plans, complete in place. An additional charge of ten ($10.00) dollars will be required to mail Contract Documents to prospective bidders. No refund will be made for the return of any documents. Electronic copies of the Contract Documents will be made available to Bidders at no charge upon request. Proposals must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of The Borough of Sewickley in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. Proposals shall be made to The Borough of Sewickley, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. The Borough retains the right to award Contracts to the lowest responsive, qualified, and responsible Bidder based on consideration of quality of previous work; record of completing projects on time; history of payments to subcontractors and suppliers; maintenance of a permanent place of business; adequacy of equipment and plant to do the work; technical experience; a solid financial base to guarantee contract completion and all other factors deemed relative by the Borough. However, Bidders are advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible, responsive and qualified Bidder a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed. This project involves improvements at Chadwick Park, including construction of Pickleball courts, a tennis court, and a basketball court, as well, but not limited to, site mobilization and demobilization; clearing and grubbing of the existing site; site feature demolition and protection; unclassified bulk excavation; erosion and sedimentation control measures; asphalt paving; concrete sidewalk and curbs; installation of ADA curb ramps; purchase and installation of regulation nets and posts; regulation line striping; miscellaneous parking lot feature construction; site fencing, site landscaping, plantings, and site restoration, complete in place. ADD ALTERNATE NO. 1 - SPORTS COURT SURFACING Additional Alternate No. 1 includes the application of an epoxy sports court surface on the new pickleball, tennis, and basketball courts, complete in place. ADD ALTERNATE NO. 2 - LANDSCAPING Additional Alternate No. 2 includes the purchase and installation of proposed landscaping and mulching around Chadwick Park, complete in place. ADD ALTERNATE NO. 3 - SOUND BARRIER Additional Alternate No. 3 includes the purchase and installation of noise control sound blanket, complete in place. Pennsylvania Prevailing Wage Rates are required to be paid on this Project Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder. The Borough of Sewickley also reserves the right to reject any or all Proposals, or any part thereof, for any reason, and reserves the right to waive any informality therein.
