The Commission is seeking Statements of Qualifications (SOQ) from qualified engineering professionals to provide Construction Management (CM), Materials Testing, Construction Surveying and Environmental Monitoring Services for the MCP3 project. Services will include pre-construction planning and specifications and estimate (PS&E) review; bid analysis and award recommendation; construction inspection; preparation of progress payments and change orders; schedule and claim analysis; Contractor interface and contract administration; office engineering; and other assorted duties as appropriate for construction management, as well as materials testing, construction surveying, environmental monitoring and project closeout tasks. The Commission has established a 21% Disadvantaged Business Enterprise (DBE) participation goal for this contract. If an Offeror does not achieve the established DBE goal, its SOQ will be deemed responsive only if, in the Commission's sole opinion, it meets the good faith efforts requirements further detailed in the DBE Requirements of the RFQ. Evidence of meeting the DBE goal or good faith efforts must be submitted 5 days after the SOQ deadline by 4:00 P.M, March 31, 2025, to ensure eligibility, even if Offeror believes it has met the DBE goal, all Offerors are encouraged to submit evidence of good faith efforts, should any listed firm be determined ineligible as a DBE.
