Any construction undertaking for which the total cost of the project is twenty-five thousand dollars ($25,000) or more is subject to the "Vendors Licensing Act of 1994." In accordance with the Act, no proposal will be opened unless the outside of the sealed envelope containing the proposal provides the following information: the Vendor's license number, the date of the license's expiration, and a dollar quotation of that part of his classification applying to the proposal. In addition, each HVAC, plumbing, and electrical subcontractor's license number, date of the license expiration and that part of each classification applying to the proposal if the value of the project scope is $25,000 or greater, must be annotated. If the value of the subcontractor's work is less than $25,000, the proposal envelope is to be annotated with the phrase "Subcontractor's Proposal is Less Than $25,000" after each appropriate heading. In the case of joint ventures, each party submitting the proposal must provide this information. The deadline for questions will be 4:00 PM ET on Tuesday, March 4, 2025. No questions will be accepted after this time. All questions and responses will only be communicated by email. JCBOE reserves the right to negotiate other terms and conditions they deem appropriate and necessary under the circumstances to protect the public's trust. The successful vendor(s) will be required to submit a Performance Bond and a Payment Bond (each equal to 100% of the job cost) when any one project exceeds $100,000 in value. Award will be made to the most responsive, responsible vendor(s) meeting specifications, who presents the product or service that is in the best interest of JCBOE. Jefferson County reserves the right to award this proposal on an "all or none" basis, or by a multiple award, whichever is in the best interest of JCBOE. Jefferson County reserves the right not to make an award. Prospective vendors are encouraged to bid on as many site packages as they desire. However, no more than three (3) site packages will be awarded to any one vendor. All Vendors Must Be Properly Licensed by the State of Tennessee and All Other Authorities Having Jurisdiction. Copies of All Such Licenses and/or Permits Are to Be Submitted With the Proposal. Failure to Submit Copies of Such May Lead to Proposal Rejection. JCBOE reserves the right to make periodic inspections of the manners and means the service is performed or the goods are supplied.
