THE PURPOSE OF AMENDMENT 0001 to SOLICITATION W912BU25BA009 IS TO INCORPORATE THE FOLLOWING CHANGES: a.) The Bid Opening date is being extended from 8 July 2025 to 15 July 2025 at 2:00 PM EDT. b.) Provide answers to the RFIs submitted c.) To incorporate the latest revisions of drawings and specifications d.) Please indicate receipt of this amendment on the Standard Form 1442 (Solicitation, Offer, and Award) as Amendment 0001. Failure to acknowledge all amendments may be cause for rejection of the bid. With this amendment this solicitation is considered to be clear.*Please acknowledge the updated solicitation package, including the solicitation, drawings, and specifications, effective 5 June 2025.* Purpose: The U.S. Army Corps of Engineers, Philadelphia The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract to perform a beach renourishment for the Indian River Inlet north beach, located in the Delaware Seashore State Park, Delaware, Sussex County. DESCRIPTION: The construction contract work consists of a beach renourishment of the north beach of Indian River Inlet to bring the beaches back to the existing beach design template. The beach fill project provides flood and coastal storm damage reduction to the Delaware Seashore State Park, Route 1 and the Route 1 bridge. The authorized beach design template consists of 5,000 feet including end tapers, a minimum 60-ft berm at an elevation of 9.2 ft NAVD extending at a slope of 1V:10H above MHW. The minimum 60- ft design berm width is measured from the seaward toe of the design dune. The intended borrow area for this beach fill includes the Indian River Ebb Shoal, located just offshore of the Indian River inlet, to the southeast. The project will include a base bid, which includes restoring the project to the design template and up to three options, for placement of additional sand as advanced nourishment. Disclosure of Magnitude of the Proposed Construction Project: $5,000,000 and $10,000,000 NAICS CODE AND SBA SIZE STANDARD: 237990, Other Heavy and Civil Engineering Construction, Size Standard $45.0M Delivery Date: 120 Calendar Days from the Notice to Proceed (NTP) SYSTEM FOR AWARD MANAGEMENT (SAM): Bidders are required to be registered in the System for Award Management (SAM) database (https://sam.gov) and PIEE at the time a bid is submitted in order to comply with the annual representations and certifications requirements. Registration for PIEE is required as this is the only place bids shall be submitted. ADDITIONAL INFOMRATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the SAM.gov website, https://sam.gov and PIEE Solicitation Module. It is and will continue to be the responsibility of all potential Bidders to monitor the SAM.gov website for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list. RFIs shall be submitted by 2:00 PM EDT on 17 June 2025. The Government does not commit to responding to RFIs received later than the date indicated above. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
