Site work for a mixed-use development in Oklahoma City, Oklahoma. Completed plans call for site work for a transportation facility; sidewalk / parking lot; and water / sewer project.

Midwest City Economic Development Authority Centrillium Protein Railroad Spur Ne 36th Street and North Air Depot Boulevard The Project consists of installing a new railroad switch and spur that will stretch 1,050.21 linear feet from the Stillwater Central mainline track to the Centrillium Protein site. The proposed project will include all items necessary for complete installation of the railroad switch and spur including, but not limited to, ballast, sub-ballast, rail, ties, plate spikes, anchors, left hand flop over derail, #10 right hand rail bound manganese turnout, switch stand, turnout pad, earthen bumper, signage, drainage structures, grading, and any other incidental items necessary to complete the work as specified in the plans and specifications. Bids shall be made in accordance with the Notice to Bidders, the plans and specifications, and the bid forms, which are on file and available for public examination at the Office of the City Clerk for the City of Midwest City, care of the Economic Development Authority, in the Midwest City Municipal Complex at the address listed above. Bids filed with Office of the City Clerk for the City of Midwest City, care of the Economic Development Authority, shall be opened publicly and read aloud in the City Council Chambers at the time stated above or later. The Chairman and Trustees shall consider all bids prior to the award of the contract. The Economic Development Authority may consider award of the bid on Tuesday, March 25, 2025 or subsequent Economic Development Authority Meeting to the lowest and best bidder meeting specifications. The Economic Development Authority may lay the same over to a subsequent meeting for comparison and computation. Sales Tax Exemption. Title 68, Oklahoma Statutes (1991), Section 1356(1), exempts sales to municipalities and their contractors from sales taxes on the sale of "tangible personal property or services." All bids for Economic Development Authority projects shall be assumed to have been made based on such statutory exemption as effective on the bid date. Oklahoma SIDE Act Tax Credit. The Oklahoma Department of Commerce ("ODOC") issued tax credits for the Centrillium Proteins Switch/Industry Track Project via the Strategic Industrial Development Enhancement (SIDE) Act. These credits are currently held by MWC Rail Development, LLC. Those parties interested in utilizing said tax credits should contact Mr. Jimmy Harrison, MWC Rail Development, 7210 NE 36th ST, Midwest City, OK 73141, email jharrison@cpoteins.com, or call (602) 770-5168 to negotiate the terms and conditions by which the credits may be transferred and used. Any entity proposing to use these credits must also have an agreement with MWC Rail Development and the City of Midwest City ("City") in place as approved by ODOC. Upon certification of the SCIP Siding 2023 SIDE credit amount by the ODOC, the best bidder entering into an construction agreement with the Midwest City Economic Development Authority ("Contractor") shall either remit to the City of Midwest City the amount of the certified SCIP Siding 2023 OK SIDE Credits ("Credits") as are available (a maximum of 33% annually) or, in the event the Contractor chooses to transfer the Credits, the net proceeds resulting from the transfer of the Credits (as received). The bidder shall use the Economic Development Authority's bid forms and affidavits, and all forms shall be signed and notarized/attested. The bidder shall file the bid in a sealed envelope. The envelope shall bear a legible notation thereon stating that it is a bid for the project proposed. The bid shall be filed with the Economic Development Authority in the Office of the City Clerk for the City of Midwest City. All bids shall be typewritten or in ink. The following documents comprise the complete bid package and must be submitted. Incomplete bid packages may be rejected. 1. Provided standard bid bond or surety bid bond form or cashier's check in the amount of five (5) percent of the total bid (cashier's checks will be returned to the unsuccessful bidders following the acceptance of the bid). 2. Bid. 3. Certification of Pre-bid Site Inspection. 4. Statement of Bidder's Qualifications. 5. Business Relationships Affidavit. 6. Bid Affidavit. 7. Non-Collusion Affidavit. 8. Contractor Certification 9. All Addendum Acknowledgment(s) (if applicable).
