Hard copies are not available for purchase through this site. The Port anticipates the work under this contract to be partially funded with the proceeds of a grant from the U.S. Department of Transportation Maritime Administration (MARAD), under its Port Infrastructure Development Grants (PIDP) program. The bidder shall comply with all applicable terms and conditions of the grant. Prequalification is not required for this work. The contractor or a subcontractor need not be licensed for asbestos work under ORS 468A.720. Questions must be submitted electronically. Small Business Enterprise Program: The Port is committed to increasing small business enterprise participation in Port contracts. The Ports small business participation goal for this contract is 11.3 percent of the total amount bid (excluding additive alternates, if any). This contract will be awarded to the responsible bidder with the lowest responsive bid who either demonstrates its commitment to meet the goal by properly submitting the Small Business Goal Compliance Report and associated Confirmation of Participation forms or who, upon the Ports request, submits adequate evidence that it made good faith efforts to meet the participation goal. See the Supplementary Instructions to Bidders for more information related to small business participation. The bid shall be accompanied by bid security. The security shall be a certified or cashiers check, an irrevocable letter of credit, or a bid bond made payable to the Port of Portland. Checks shall be drawn on a United States bank. Irrevocable letters of credit shall be issued by a bank as defined in ORS 706.008. Bid bonds shall be executed by a surety company licensed to do business in the State of Oregon. The amount of the check, letter of credit, or bond shall be equal to at least 10 percent of the total amount bid. The check, letter of credit, or bond will be held by the Port as security and a guaranty that the bidder will execute the Agreement, give satisfactory evidence of insurance, and furnish a 100 percent performance bond and a 100 percent labor and material payment bond. A scanned copy of the bid security shall be submitted electronically through the Ports online bidding system along with the bid. The Port is not currently considering extending the bid. Due to Port internal processes, extending the bid would push the project construction start back one month. Concrete pads shown in the civil plans are for the Transformer Protection System as covered is specification section 012200 - Bid Item 29. The remaining pads are located throughout the electrical documents. These pads are often dependent on the size of equipment and manufacturer recommendations. To get an accurate number and size of the pads, the Port recommends coordinating with the electrical contracting partners and the equipment suppliers. Catch basin locations are shown on sheets C1.04, C1.06, C1.07, C1.08, C1.09, and C3.01. Contamination in the excavated material is not anticipated. For unexpected contamination procedures, see Specification 011100-1.3 Unexpected Site Conditions. The project specifications use CSI formatting however the surface course spec has been modified to match the requirements of the FAA P-401 specifications with some minor alterations The two week closures are required to insure the pavement has adequate cure time due to the high loads of T6 operations. Per the bid documents, no other work areas may be closed while one area is curing. During construction, the Port may allow other work to be accomplished that does not close additional areas or impact T6 operations. However that is not something where the details can be determined at this time. The contractors should bid the work per the bid documents. An addendum will be issued to clarify that natural sand is not allowed in the surface course of the asphalt concrete paving. Boring logs for the project area have been added to the Documents tab of this solicitation. T6 is not a superfund site. Contamination in the excavated material is not anticipated. For unexpected contamination procedures, see specification 011100-1.3 Unexpected Site Conditions. Existing conduit varies in age from 1972 to today. It is assumed all work was originally installed per code of the era. Design is based upon extensive site research and inspection. Known issues have been incorporated into the design documents. See specification section 321200-2.1.A for RAP requirements The project specifications use CSI formatting however the surface course spec has been modified to match the requirements of the FAA P-401 specifications with some minor alterations. The detail is correct. The title of the detail is based upon the end result of the pavement work being a 4 increase in overall pavement thickness. The Port will verify the asphalt quantities as requested. If the quantities need to be adjusted, an addendum will be issued to capture any changes. Boring logs for the project area have been added to the Documents tab of this solicitation. The Port intends to have the building permit from the COP completed by May 2025. Permitting through the Airport Fire department exists outside the COP permitting process and can be handled during construction. Per the project manual, the contractor is responsible for trade permits. Bidders should note that the bid documents specify completing the civil work prior to starting the electrical portion of the project. The timing of trade permitting can be planned around the bidders schedule of activities. Motor operators are not required on Solid Dielectric MV Switchgear. An addendum will be issued to clarify this in the specifications. Every Kirk Key shown on plans is to be provided with a key. Operations will configure so that only three of the four switches can be closed at any time. G&W Electric shall be added to 261319.2.1 ACCEPTABLE MANUFACTURERS in an upcoming addendum. An addendum will be issued to clarify this situation. The addendum will revise specification 261200.1.4.A to read: Medium Voltage Transformers. Yes, all outdoor, medium-voltage transformers are to be solid-cast, dry-type construction as spelled out in 261200.1.4.A.3 An addendum will be issued to clarify this situation. The addendum will revise specification 261200.1.4.A.1 to read Windings: 2-winding type, designed for operation with 12,470V, 3-phase, delta-connected high-voltage, solidly connected grounding system. An addendum will be issued to clarify this situation. The addendum will revise specification 261200.1.4.A to read: Medium Voltage Transformers. A forthcoming addendum will clarify that the chain link fence will be powder coated. An addendum will be issued to clarify this situation. The addendum will revise the title of Bid Item #15 - Subgrade Preparation to Subgrade Stabilization. The duct bank paving will be clarified in an upcoming addendum. On sheets C1.01 and C1.02, the 15 HMAC PAVEMENT hatch will be revised to TRENCH PAVEMENT. The hatch on C1.05 is a slightly different pattern and references a different detail than the pattern shown on C1.01 & C1.02 An addendum will be issued to clarify this situation. The addendum will revise detail 2/C5.01 so that VARIES SEE PLAN will be revised to 2- 6 UNLESS OTHERWISE NOTED. Payment for the fencing is included in Bid Item #29 - Transformer Protection System.
